In-state Tuition Policy
Eligibility requirements for students requesting in-state tuition must meet the guidelines established by university policy, as well as state and federal law. Missouri State is in full compliance with "Public Law 116-315 section 1005". Due to the overall complexity of the tuition policy, and changes in law, students are asked to call or email the Veteran Student Center to verify their eligibility for in-state tuition.
In accordance with MSU policy and the Public Law 116-315 section 1005, effective August 1, 2021, the following individuals not otherwise qualified as Missouri residents for fee purposes will be eligible for the in-state rate:
- A Veteran using educational assistance under either Chapter 30 (Montgomery GI Bill® – Active Duty Program) or Chapter 33 (Post-9/11 GI Bill®), of title 38, United States Code, who lives in the State of Missouri while attending a school located in the State of Missouri (regardless of his/her formal State of residence) and enrolls in the school following a discharge from active duty service of 90 days or more.
- Anyone using transferred Post-9/11 GI Bill® benefits (38 U.S.C. § 3319) who lives in the State of Missouri while attending a school located in the State of Missouri (regardless of his/her formal State of residence) and enrolls in the school following the transferor's discharge from active duty service of 90 days or more.
- A spouse or child using benefits under the Marine Gunnery Sergeant John David Fry Scholarship (38 U.S.C. § 3311(b)(9)) who lives in the State of Missouri while attending a school located in the State of Missouri (regardless of his/her formal State of residence) and enrolls in the school following the Service member’s death in the line of duty following a period of active duty service of 90 days or more.
- Anyone described above while he or she remains continuously enrolled (other than during regularly scheduled breaks between courses, semesters, or terms) at the same school. The person so described must have enrolled in the school following discharge or death described above and must be using educational benefits under either chapter 30 or chapter 33, of title 38, United States Code.
- Anyone using transferred Post-9/11 GI Bill® benefits who lives in the State of Missouri and the transferor is a member of the uniformed service who is serving on active duty.
Procedure to Receive Benefit
The procedure for receiving this benefit is as follows:
- Students are required to present a copy of their (or their sponsor's) DD-214 and verification of entitlement through one of the aforementioned VA education benefit programs via the Certificate of Eligibility (COE) to the Veteran Student Center.
