The intent of this guide is to assist academic unit leaders and college council chairs
with Faculty Senate elections. Paraphrased bylaw information has been included in
the resources below, but the full bylaws should be reviewed for detailed questions
or concerns, or by contacting the Secretary of the Faculty directly. Procedural questions can be sent to facultysenate@missouristate.edu.
Faculty in each academic unit shall elect the determined number of representatives
for their unit using a method chosen by that academic unit based on parliamentary
procedures. If a faculty member so requests, the vote shall be conducted via secret
ballot. A simple majority will determine the outcome of the vote.
The Chair of the Faculty Senate, the Secretary of the Faculty, newly elected senators,
and liaisons shall take office at the first session following the annual elections.
The new Chair is responsible for setting the agenda for that session. Each elected
Senator shall be elected for an initial two-year term.
Academic unit leaders (AUL) manage the election process using parliamentary procedures,
but faculty nominate and elect their representative(s).
If faculty in the unit request a secret ballot, the AUL will facilitate the process
to conduct the election via secret ballot.
The AUL must report election results by the designated deadline.
AUL will receive an email from Faculty Senate (FS) detailing the total number of representatives
for the unit, the number of seats that need to be elected, the deadline to report
election results, and a list of outgoing senators for the unit.
AUL will conduct election in collaboration with unit faculty.
AUL will complete the election results form to report elected senators to FS. This
form will be included in the email from FS.
AUL should notify elected faculty, if they are not already aware of their new FS role.
Members of each faculty rank within each academic unit, when appropriate, shall nominate
one (1) person from within that academic department unit to represent that rank in
the subsequent annual election for position of rank representative of the Faculty
Senate. Ranked faculty in each academic unit shall elect a representative of their
respective rank using a method chosen by the unit based on parliamentary procedures.
If a faculty member so requests, the vote shall be conducted via secret ballot. A
simple majority will determine the outcome of the vote. A person currently serving
as either rank representative or academic unit representative of the Faculty Senate,
and whose term will not expire with the current election, shall not be eligible for
nomination as a rank representative, nor shall the Chair-Elect of the Faculty Senate,
nor nominees for Chair-Elect and Secretary of the Faculty Senate. Each Academic Unit
leader shall notify the Office of the Faculty Senate of the outcome of the election.
After all nominations have been received, the Secretary of the Faculty shall conduct
the annual primary election of rank representatives. All members of the ranked faculty
of each rank may vote on previously nominated members of that rank to fill positions
of rank representative on the Faculty Senate. Each voter may vote for one (1) senator
if there is a vacancy in the voter’s rank representation.
In the general election the ranked faculty of each rank may vote for one (1) rank
representative if there is a vacancy in the voter's rank representation. In this election
a ballot shall be prepared for each rank by the Secretary of the Faculty. This ballot
shall contain at least two (2) names for the rank representative if there is a vacancy
to be filled from that rank, and these shall be the names of those receiving the highest
number of votes in the primary election, but in case of tie votes for first or second
position, the ballot shall also contain the names of those tied for those positions.
If the person elected as Secretary of the Faculty is serving a term as a senator,
a temporary replacement shall be chosen as specified in Bylaws, Article I, Section
2, Part E, after which the original senator shall serve any remaining portion of their
term.

not have rank faculty or rank faculty are not available to serve, the AUL will report
that to FS.

FS will then conduct the primary election. The primary election ballot will include
nominated rank representatives from all units as reported. The primary election ballot
will be sent to that specific rank faculty for secret vote.
After the primary vote, FS will then conduct the general election. The general election
ballot will include the two (2) rank faculty members who had the highest number of
votes in the primary election. The general election ballot will be sent to that specific
rank faculty for secret vote.
Eligible faculty in each academic department within each discipline-based undergraduate
college shall elect, by and from the eligible faculty in that academic department,
a college council representative. Eligible faculty are ranked faculty, as well as
those instructors and clinical faculty who have served no less than two consecutive
academic years at Missouri State University by the September session of their term.
The academic department head will prepare a ballot of all eligible faculty within
the academic department and conduct the election. Voting shall be by secret ballot
and each voting faculty member shall vote for one member within the academic department.

A faculty representative to Graduate Council may be elected for two consecutive terms,
but following the second term shall not be eligible to serve until after the lapse
of an intervening year. A person elected Chair of the Graduate Council during his
or her second term as member may serve out his or her term as chair. Upon completion
of the term as chair that person shall not be eligible to serve on the Graduate Council
until after the lapse of an intervening year. Department heads are not eligible for
election except in the case where an academic department head is the only graduate
faculty member in an academic department.

Education Preparation Provider Council (EPPC) Representative
Each academic department/unit that offers an educator preparation program shall elect
one representative who is a member of the EPP as the departmental representative.
Each academic department/unit having four or more undergraduate education programs
shall elect two additional members. Departments with more than 250 combined graduate
and undergraduate teacher education majors have the option of electing additional
representatives as described above.

Council on General Education and Intercollegiate Programs (CGEIP) Representatives
The eligible faculty in each academic department within each undergraduate college
shall elect, by and from the eligible faculty in that academic department, one nominee
for each vacancy for service on the Council on General Education and Intercollegiate
Programs. Eligible faculty are ranked faculty, as well as those instructors and clinical
faculty who have served no less than two consecutive academic years at Missouri State
University by the September session of their term. The academic department head will
prepare a ballot of all eligible faculty within the academic department and conduct
the election. Voting shall be by secret ballot, and each voting Faculty member shall
vote for one member for each vacancy within the academic department. At the earliest
possible session in the spring semester of each of the previously named college councils,
each college council shall elect one faculty nominee per vacancy to serve on the Council
on General Education and Intercollegiate Programs.
The chair of the college council will prepare a ballot of all departmental nominees
of that college. Voting shall be by secret ballot, and each voting council member
shall vote for one college faculty member per vacancy. The college faculty member
receiving the most votes shall serve as a member of the Council on General Education
and Intercollegiate Programs. The remaining roster of departmental nominees shall
serve as a replacement pool, should a vacancy occur.

council member may vote for one (1) faculty member per vacancy.
The college council chair must report election results by the designated deadline.
AUL will receive an email from Faculty Senate (FS) noting whether a CGEIP member for
the unit is needed and the deadline to report nomination results.
AUL will conduct nomination process in collaboration with unit faculty.
AUL will complete the election results form to report the nominated CGEIP representative
to FS. This form will be included in the email from FS.
AUL should notify nominated faculty.
FS will then forward the list of nominated CGEIP representatives to that college council's
chair.
The college council chair will conduct the election process within college council,
via secret ballot.
The college council chair will complete the election results form to report the elected
CGEIP representative to FS. This form will be included in the email from FS.
FS will notify the current and incoming CGEIP chair regarding the election results.
A ranked faculty member shall be elected by his or her respective college councils,
based on a nomination from each academic department within that college, at the earliest
possible session of the college council in the spring semester, and serve a three-year
term. A committee member may be elected to more than one three-year term.

from each unit.
