Board of Governors Programs and Planning Committee

Wednesday, May 12, 2021, 3:00 p.m.

Governor Lynn Parman, Chair of the Programs and Planning Committee, called the meeting to order at 3:11 p.m. in Plaster Student Union, Ballroom East on the Missouri State University campus in Springfield, Missouri. The meeting was livestreamed via Zoom webinar for the public.

Approval of Minutes

Governor Parman called for a motion to approve the minutes of the February 19, 2021, Programs and Planning Committee meeting. Governor Carol Silvey provided a motion, receiving a second from Governor Criag Frazier.

Motion passed 9-0.

Visioning Guide Update

Matt Morris, Vice President for Administrative Services, provided an update on the university’s visioning guide. Highlights of his report included a review of underway and planned projects to be included in the visioning guide. The Board provided feedback that included creating a master plan of projects to work on in the next five years and having the visioning guide as a separate plan to outline future and aspirational projects. The final version of the master plan will be presented for approval at the June Board meeting.

Long-Range Plan Update

President Smart reviewed accomplishments of the university from its last long-range plan. The focal point of the new plan will be a variety of big ideas that are illustrated in a series of fictional stories designed to engage the entire university community. The university will continue to create a list of annual action items. The action items will be directly related to the university’s strategic areas of planning as seen in the long-range plan, visioning guide, and strategic enrollment management (SEM) plan. He added that the Board will be presented with plan metrics at the June meeting. Specific targets for specific metrics will be established by the Board at the August retreat. He shared that West Plains will create parallel documents.

Suzanne Shaw, Vice President for Marketing and Communications, and Dr. Shawn Wahl, Dean of the Reynolds College of Arts and Letters, presented the specifics of the long-range plan and introduced the members of the steering committee.

The Board commended the steering team of their work on the long-range plan. Board members expressed their support of the creative plan because it allows colleges and departments to adapt the plan to their own specific areas.

Governor Frazier left the meeting at 4:59 p.m.

President Smart reviewed the timeline for completing the plan which included creating metrics and setting targets after the plan is approved. The final version of the long-range plan will be presented for approval at the June Board meeting.

With no additional information needing to be discussed, Governor Parman called for a motion to adjourn the meeting. Governor Amy Counts provided a motion, receiving a second from Governor Gabriel Gore.

Motion passed 8-0.
