GENERAL FUNCTION
The Construction Technician Lead performs advanced, multi-trade construction and renovation work and serves as the lead technician and project coordinator on small to moderate campus construction projects. This position is part of an internal construction team responsible for delivering high-quality renovations, modifications, and installations within existing facilities.
Work includes advanced carpentry, drywall installation and finishing, painting, flooring, and electrical and plumbing modifications associated with renovation projects. The Construction Technician Lead is responsible for independently planning, organizing, coordinating, and executing assigned projects; determining methods and sequencing of work; allocating resources; and ensuring projects are completed safely, efficiently, and in accordance with established quality standards.
The position provides functional oversight and day-to-day leadership to Construction Technician I and II staff and student employees assigned to projects. Responsibilities include assigning and evaluating work, coordinating schedules and staffing resources, monitoring performance and quality, providing training and coaching, and making recommendations regarding employee performance, development, and disciplinary matters.
This position functions as a working leader, remaining actively involved in hands-on construction activities while assuming primary responsibility for project planning, coordination, execution, safety compliance, quality control, and customer satisfaction.
MINIMUM ACCEPTABLE QUALIFICATIONS
Education: A high school diploma or the equivalent is required. Certification from a vocational or technical training program in one or more trades is preferred.
Experience: At least six years of experience in construction, renovation, or building trades work is required. Experience must include independent execution of multi-trade projects and demonstrated ability to lead or coordinate work activities of others. An equivalent combination of experience and education may be considered for substitution of experience requirements.
Skills: Advanced proficiency in one or more construction trades with strong working knowledge across multiple trades is required. Ability to read and interpret blueprints, drawings, and project specifications is required. Ability to perform field layout, measurements, and material quantity determination is required. Ability to plan, sequence, and coordinate construction projects is required. Strong problem-solving ability and capability to adjust plans in the field is required. High level of craftsmanship and attention to detail is required. Ability to work independently and lead project execution is required. Ability to guide, train, and mentor less experienced technicians is required. Strong understanding of safety practices and applicable codes is required. Effective communication skills for coordinating with team members and campus stakeholders is required. Computer literacy is required.
Effort: Incumbents in this position frequently lift and carry materials and equipment weighing up to 50 pounds and up to 100 pounds on an occasional basis with assistance or mechanical lift; prolonged standing and frequent bending, stooping, and reaching occur on a daily basis. Mobility and dexterity sufficient to operate manual and electrically powered tools and related carpentry shop equipment is required. The work performed by incumbents in this position occurs throughout campus and often involves climbing stairs in University buildings and working at heights from ladders or scaffolding. The work is performed indoors and out-of-doors, occasionally in environments that are dusty, noisy, or which could have work hazards. Vision sufficient to inspect and perform repairs and maintenance and read blueprints and building code manuals and other similar documents is required. This position is designated as essential and employees may be required to report to work as scheduled when University offices are closed; the supervisor will communicate when required to report to work. position is subject to call back outside normal work hours in emergencies.
Other: A valid driver’s license is required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Performs advanced multi-trade construction and renovation work, including framing, drywall installation and finishing, painting, flooring installation, detailed finish carpentry, and related building modifications.2. Serves as project lead for assigned renovation and construction projects, assuming responsibility for project planning, coordination, scheduling, execution, quality control, safety compliance, and successful project completion.
3. Develops project work plans, establishes project priorities, determines sequencing of activities, and coordinates work among multiple trades to maximize productivity and minimize disruption to University operations.
4. Reviews project scope, construction documents, site conditions, and customer requirements; identifies potential conflicts and develops solutions to address technical, logistical, and scheduling challenges.
5. Performs project layout, measurements, material takeoffs, and field verification to ensure accuracy and compliance with project requirements.
6. Estimates labor, materials, equipment, and timelines for assigned projects and assists in developing project schedules and resource allocations.
7. Coordinates and performs electrical, plumbing, and other building system modifications associated with renovation projects and serves as the primary liaison with licensed trades, contractors, vendors, and campus departments when required.
8. Assigns and directs the work of Construction Technician I and II staff and student employees; establishes daily work priorities; monitors productivity; and ensures compliance with project schedules, quality standards, and safety requirements.
9. Inspects completed work for quality, appearance, functionality, code compliance, and durability and takes corrective action as needed.
10. Provides training, coaching, mentoring, and technical guidance to staff; evaluates work performance and makes recommendations regarding employee development, recognition, and corrective action.
11. Participates in employee selection processes by assisting with interviews, evaluating candidate qualifications, and providing recommendations concerning hiring decisions.
12. Maintains responsibility for construction equipment, tools, materials, and assigned project resources; ensures proper utilization, security, and inventory control.
13. Coordinates activities with customers, contractors, consultants, architects, engineers, and University personnel to ensure project objectives are achieved and stakeholder expectations are met.
14. Makes field decisions regarding construction methods, materials, sequencing, and resource deployment when established procedures do not adequately address site-specific conditions.
15. Assists the Construction Supervisor in budget planning, project prioritization, work scheduling, and long-range planning activities for campus renovation projects.
16. Focuses on customer needs and customer satisfaction, projects a positive customer service environment for both internal and external customers, and promotes and encourages an attitude of exemplary customer service and high integrity throughout Facilities Management.
17. Remains competent and current through professional development, technical training, trade certifications, and participation in industry best practices.
18. Contributes to the overall success of the Campus Construction Team by performing other duties and responsibilities as assigned.
SUPERVISION
The Construction Technician Lead operates with a high degree of independence and professional judgment. The position provides functional supervision and day-to-day leadership of Construction Technician I and II staff and student employees assigned to construction projects, including responsibility for work assignment, scheduling, training, performance feedback, and quality assurance. The position participates in employee selection, performance evaluation, and disciplinary recommendation processes and is accountable for the successful completion of assigned projects and effective utilization of personnel and resources.
This position serves as a working lead, providing day-to-day direction to other technicians on assigned projects, but does not have formal supervisory authority.
