GENERAL FUNCTION

The Director of Enrollment Management Systems and Reporting supports Enrollment Management and Services (EMS) initiatives through the coordination of efforts and resources related to enrollment systems, processes, data reporting, and research. This position responds to and coordinates enrollment management and research related data requests.  This position serves as a liaison between EMS offices and other departments utilizing student information systems, and Computer Services, and helps manage systems and data projects within these areas and assists in the development of processes and procedures to ensure data security and accuracy. This position manages and coordinates the efforts of the enrollment management systems and data team as well as develops and automates reporting processes for (EMS) and the offices it serves, and assures the integrity of reported information. This position supervises the development of dashboards that provide the ability for decision-makers to drill down in more granular information and quickly and easily change variables. This position manages data and reporting systems that support the functions of Enrollment Management and Services and mines data from MSU’s Banner system and other disparate data systems and sustains a high-level knowledge base of all MSU database systems The position assures that the information provided complies with federal regulations and University policies, such as the Family Educational Rights and Privacy Act (FERPA), that regulate disclosure of student data and ensures the confidentiality of all processed, stored, or accessed data. This position contributes to the identification of best practices in developing, implementing, and monitoring data quality to assure the accuracy and reliability of all data released from Enrollment Management and Services as well as maintains a clean data environment in all student information system related databases. This position promotes uniformity of student information system database-related processes, coordinates standardized methods for report creation, identifies best practices in developing, implementing, and monitoring data quality, and ensures reporting needs are met in a timely manner.

MINIMUM ACCEPTABLE QUALIFICATIONS

Education: A master’s degree is required, preferably in business, management, or computer information systems. An equivalent combination of years of experience and education may be considered for substitution of educational requirements.

Experience: At least five years of experience in the development, maintenance, and utilization of comprehensive and complex student information systems or systems with a similar level of complexity is required. Experience in data collection and analysis, utilization of query management tools and application software, and project management is required. Experience supervising a team is required. Familiarity with university enrollment management processes and functions is preferred.  Knowledge of Ellucian’s Banner software suite is preferred.

Skills: Excellent management, leadership, interpersonal, customer service, organizational, and verbal and written communication skills are required. Competency in the use of query tools and applications software is required. Proficiency working with relational database systems, writing SQL, and developing data visualization are required. A solid understanding of database technology and proficiency in handling, organizing, manipulating, storing, and working with large datasets beyond those traditionally handled within a relational system is required. The ability to maintain confidentiality regarding information processed, stored, or accessed is required. Familiarity with data mining and ‘big data analytics’ is required. The ability to manage details associated with the implementation of complex policies and procedures is required. Effective decision-making skills are required. The ability to interpret and enforce University, state, and federal regulations and procedures is required. Advanced knowledge and skills regarding the use of Office 365 suite applications is preferred. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Supports the core functions of Enrollment Management and Services by developing and maintaining a high-level understanding of the University’s student information systems as well as the information and business process needs of those offices.

2. Supports the enrollment management effort of the University by maintaining familiarity with student systems and understanding the interrelationships between those systems and the importance of data extracted from those systems to support enrollment management data needs.

3. Leads the definition, testing, training, implementation, and support of reporting systems for Enrollment Management and Services and student information systems.

4. Understands the information located in the various Banner tables and mitigates the requirement constraints imposed by the current system.

5. Provides an ongoing analysis of processes and workflows including suggestions for improvement.

6. Identifies areas where technology can lead to increased efficiency.

7. Provides data necessary to meet enrollment management needs through use of query management tools and collaboration with Computer Services and EMS staff to develop data queries and reports.

8. Supports offices and departments outside EMS that interface with student and/or course information systems by developing an understanding of their information and business process needs and suggesting ways to meet those needs through utilization of and/or integration with Enrollment Management and Services information systems.

9. Ensures integrity and effective utilization of data systems by acting as system administrator for student and course information and determining access rights to such information, understanding University and external policies that regulate disclosure of student information, and coordinating with Computer Services in the management of access to systems and system monitoring (the development and utilization of edit reports and the utilization of system query tools to identify data discrepancies).

10. Provides ongoing technical expertise which utilizes an advanced knowledge and understanding of federal regulations and University policies and procedures related to student and course information by supporting, helping to implement, and testing related student and course information systems.

11. Provides research analysis for queries relating to enrollment management initiatives and assists in providing extracts, analysis, and reports for divisional stakeholders.

12. Contributes to the development of policies and procedures on a broad range of issues affecting (EMS) by serving on appropriate committees and supporting the goals of the unit and the University.

13. Assists staff in the implementation of business process redesign solutions and new technology by providing training and documentation of solutions as well as, resolves problems and enhances various processes, projects, procedures, etc. by employing critical thinking skills and creativity.

14. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses and conferences, and attending training and/or courses as required by the Associate Vice President for Enrollment Management and Services.

15. Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.

16. Contributes to the overall success of (EMS) and the University by performing all other duties and responsibilities as assigned.

SUPERVISION

 The Director of Enrollment Management Systems and Reporting supervises the personnel designated by the Associate Vice President for Enrollment Management and Services as members of the enrollment management systems and data team and is supervised by the Associate Vice President for Enrollment Management and Services.
