GENERAL FUNCTION

The Custodial Operations Manager directs and manages the overall performance of the University’s custodial services program for all academic and administrative buildings through custodial supervisors, leads, and other assigned staff, as well as contracted services, such as window washing, routine cleaning, and disaster response cleanup.

The position coordinates daily operations across assigned facilities, and ensures consistent service levels, quality standards, and efficient use of personnel, equipment, and materials. The position develops and implements custodial procedures, staffing plans, and training programs, while promoting strong customer service, accountability, and communication with campus partners.

The position assists with the development of the custodial operational budget and then administers, and monitors compliance, including staffing, equipment replacement, custodial supplies, and contracted services.

The position manages, coordinates, and sometimes directly supervises the performance of custodial and cleanup to emergency incidents in addition to routine operations.

MINIMUM ACCEPTABLE QUALIFICATIONS

Education: An Associate’s degree in Facilities Management, Business Management, Public Administration, Construction Management, or a related field is required. A Bachelor’s degree is preferred. Professional credentials such as ISSA Cleaning Industry Management Standard (CISM), ISSA Certified Custodial Supervisor (CCS), APPA Certified Educational Facilities Professional (CEFP), or other relevant industry certifications is preferred. Additional experience beyond the minimum requirements may be substituted for education requirements.

Experience: At least six (6) years of progressively responsible experience in custodial services is required. At least three years of supervisory experience is required. Two years of managerial experience is preferred. Experience working in a unionized environment with collective bargaining agreements is preferred. Additional education beyond the minimum requirements may be substituted for experience requirements.

Skills: Advanced knowledge of modern custodial operations, including cleaning methods, equipment, chemicals, and industry best practices, and the ability to establish service standards and train supervisors and staff in their effective application are required. Supervisory, management, and administrative skills are required, including the ability to direct and coordinate the work of multiple supervisors across numerous facilities. Exceptional customer service and interpersonal skills, as well as verbal and written communications skills, are required. Knowledge of applicable safety and regulatory requirements, including OSHA, NIOSH, and other standards related to custodial and environmental services operations, is required.

Effort: The position requires the ability to move throughout campus facilities, including climbing stairs in University buildings to inspect the cleanliness of facilities by physically examining each building; requires some climbing, bending, and reaching. Work is performed indoors and out-of-doors. This job classification (job title) is designated as an essential employee who must report to work as scheduled when University offices are closed due to severe weather, when required by the supervisor.

Other: Scope of the position requires responding to custodial emergencies or other unforeseen situations around-the-clock. A valid Missouri driver’s license is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Provides leadership and operational oversight for the University’s custodial services program by directing custodial supervisors, establishing service expectations, and ensuring consistent cleaning standards across assigned facilities.

2. Develops and implements processes to ensure custodial personnel have the equipment, tools, chemicals, and supplies necessary to perform their work effectively and coordinates with other units responsible for procurement, inventory, and contracted services.

3. Ensures compliance with University policies and procedures by providing guidance to supervisors on employee conduct, reviewing disciplinary actions, and recommending corrective measures or personnel actions when necessary.

4. Develops and implements operational plans for custodial services by evaluating staffing levels, equipment needs, training programs, and contracted services to support long-term service delivery.

5. Develops staffing plans, schedules resources for special events and campus activities, and authorizing overtime when necessary to maintain service levels.

6. Monitors the condition and cleanliness of campus facilities by conducting inspections, reviewing the work of supervisors and staff, identifying service gaps, and coordinating corrective actions or maintenance requests as appropriate.

7. Develops and implements an effective custodial workforce by assisting supervisors with recruitment, onboarding, training, performance evaluation, and professional development of custodial personnel.

8. Promotes a safe working environment by ensuring compliance with OSHA, NIOSH, and University safety requirements, coordinating safety training related to custodial equipment and chemicals, and reinforcing safe work practices.

9. Develops custodial service specifications, administers custodial service contracts, and evaluates vendor performance to ensure compliance with service standards to ensure services are delivered as required.

10. Supports sustainability and environmental initiatives by coordinating recycling and material recovery programs and promoting responsible use of custodial chemicals and supplies.

11. Remains competent and current through self-directed reading related to custodial services, attending professional development courses, and attending training and/or courses as required.

12. Contributes to the overall success of Facilities Management by supporting department initiatives, collaborating with campus partners, and performing other duties as assigned.

SUPERVISION

The Custodial Manager supervises the Custodial Supervisors and other full-time and part-time staff assigned to various shifts.
