Satellite Accumulation Containers

Hazardous wastes that are generated on the campuses of Missouri State University are generally accumulated in containers at or near the point of generation. These satellite accumulation containers are regulated by state and federal hazardous waste regulations.

Following are the requirements for the management of these containers:

  1. Containers must be kept closed at all times except when adding or removing waste.

Funnels must be removed and lids or caps must be securely in place. "Closed" means that there are no vapors escaping and, if the container were to tip over, the contents would not leak out. Containers with Eco-Funnels must have the funnel rotated to the "closed" position.
  2. The container must be labeled describing the contents.

All containers of hazardous waste must be clearly labeled and the content description must be such that different types of wastes can be easily identified. The containers must be labeled as hazardous waste as soon as any amount of a hazardous waste is placed in the container. "Satellite accumulation container" labels are available from the Director of Environmental Management. The generator of the waste must provide the accumulation start date, generator name, location, and container contents on the label. Due to the many varied wastes being generated on campuses, simply labeling the waste as "Hazardous Waste" is not sufficient.
  3. The accumulation start date must be provided on the container.

This is the date the waste is first added to the container. Provide month/day/year.
  4. Incompatible waste must be separated.

Containers of incompatibles such as waste acids and waste caustics must be separated by some means. Preferably they would be stored in separate areas such as under different fume hoods. Where the storage is limited, the containers should be placed in plastic pans or buckets to serve as secondary containment vessels.See Segregation of Lab Wastes.
  5. Waste must be removed from the satellite accumulation area within three days of filling or within one year of the accumulation start date, whichever comes first.

When the container nears ¾ full or approaches the one year date, Environmental Management should be contacted to have the waste moved to storage and prepared for disposal. A Waste Information Form may be completed and submitted to environmental management or an email may be sent to EnvironmentalManagement@missouristate.edu.
  6. There can be only one container of each type of waste at any one location.

The Missouri Department of Natural Resources guidance prohibits the use of more than one container for like wastes at any one accumulation point. For example, there cannot be two waste acid containers or two solvent containers in one location unless they are different waste streams that must be handled as such. The exception is during a three day period after one container has been filled and is waiting to be transported to the hazardous waste storage area. A new container may be placed for accumulation prior to the filled container being removed.
  7. Containers must be in good condition.

Containers must not be cracked, dented, or have the potential to leak. There must not be a build up of waste or residue on the outside of the container.
