GENERAL FUNCTION

The Grants and Environmental Manager is responsible for overseeing the Grants Administrator - Center for Resource Planning and Management position and ensuring the successful administration of grant-funded projects. This position sets standards, deadlines, and procedures for grant proposals, as well as supervises the compliance with organizational, foundation, state, or federal standards. In addition to grant administration, this position leads various environment-related projects and conducts environmental reviews or assessments for grant applications. This role is responsible for the successful administration of grant-funded projects both before and after the awards process and establishes standards and deadlines for proposals, reviews proposals for completeness, and ensures compliance for organizational, foundation, state, or federal standards. Work includes conducting outreach and education, especially to rural and/or marginalized groups to ensure they take full advantage of available funding opportunities for unmet needs within our communities, as well as prioritizing potential projects and assisting with the grant application process. The Grants and Environmental Manager provides technical assistance to local governments in administering state and federally-funded grants related to economic development, economic recovery, disaster recovery, disaster mitigation, resiliency, public health and safety, transportation, water and wastewater systems, and other planning and implementation projects, including the completion of environmental reviews and impact studies, analysis of census and other statistical data, review of project budgets, coordination of assurances, writing project narratives, and reporting to local elected officials or boards on project progress.

MINIMUM ACCEPTABLE QUALIFICATIONS

Education: A Bachelor’s degree is required. A degree in environmental sciences or a related field is preferred. An equivalent combination of years of experience and education may be considered for substitution of educational requirements.

Experience: Prior experience in grant writing and administration is required. At least two years experience working with programs and agencies such as CDBG, MoDED, EDA, MoDNR, EPA, USDA-RD, or FHWA as well as experience in environmental planning projects is preferred. Prior supervisory experience is also preferred.

Skills: Strong leadership, verbal and written communication skills are required. Familiarity with, and the ability to read and understand engineering and architectural reports is preferred. The ability to read, interpret, and follow state and federal program guidelines is required. Computer skills, including word processing, database management, document design, and presentation software is required. The ability to compile and analyze technical and statistical data and work with minimal supervision, meet deadlines, and work efficiently in non-routine situations is required. The ability to work effectively with the public and elected officials and ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

1. Supervises the Grants Administrator in the administration of grant-funded projects, ensuring adherence to standards and deadlines.

2. Reviews grant proposals for completeness and compliance with organizational, foundation, state, or federal standards.

3. Provides guidance and support in conducting outreach and education efforts, particularly targeting rural and marginalized groups, to maximize community participation in funding opportunities.

4. Takes the lead on environment-related projects, including facilitating regional meetings to develop climate action plans, air quality plans, water quality plans, and other environmental planning activities.

5. Conducts environmental reviews and impact assessments for grant applications, ensuring compliance with environmental regulations and standards.

6. Offers technical assistance to local governments and public entities in grant writing, administration, and environmental planning activities.

7. Participates in the preparation of grant applications, technical reports, project budgets, and financial reports.

8. Represents the organization in grant writing and administration matters by attending meetings, workshops, seminars, and other relevant activities.

9. Collaborates with local, state, and federal governments to develop potential sources of contracts for the Center for Resource Planning and Management.

10. Oversees the compilation and analysis of census data and other statistical information.

11. Prepares projections and reports based on data analysis for use in grant applications and environmental planning.

12. Supervises the completion of environmental reviews required for grant applications or administration, ensuring accuracy and compliance.

13. Stays informed and competent through self-directed professional reading, attending professional development courses, and building professional contacts.

14. Contributes to a work environment that encourages knowledge of, respect for and development of skills to engage with those of other cultures or backgrounds.

15. Works collaboratively with other Planner positions.

16. Contributes to the overall success of the Center for Resource Planning and Management by performing other essential duties and responsibilities as assigned.

SUPERVISION

The Grants and Environmental Manager supervises the Grants Administrator - Center for Resource Planning ad Management as well as provides support in the supervision of student planning interns.
