The Coordinator, TRIO Student Support Services, West Plains is the primary liaison between the TRIO Student Support Services and University administrators, faculty, public school district partners, participants, parents, and community representatives interested in the TRIO programs. The Coordinator, TRIO Student Support Services ensures that the program meets established goals, objectives, and federal guidelines and is responsible for program operation and implementation, management of day-to-day operations, planning, supervision, and evaluation of program staff, budgeting, maintaining appropriate program records, and assuring program reporting requirements are met.
MINIMUM ACCEPTABLE QUALIFICATIONS
Education: A Master’s degree in educational administration, academic/career counseling, educational leadership, psychology, student affairs, or a related field is required.
Experience: At least two years of experience in educational program management, personnel management, and fiscal management are required. Experience working with TRIO programs, student support services, or other programs focused on low-income, first generation, or academically disadvantaged students is preferred. Prior experience working with students from diverse backgrounds is preferred.
Skills: Effective verbal and written communication skills are required. Supervisory skills are required. Computer skills including database management, word processing, and spreadsheet applications are required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required. Familiarity with statistical software packages is desired.
Other: A valid Missouri driver’s license is required. The ability to work evenings and weekends as required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Ensures that the TRIO Student Support Services (SSS) program is understood and accepted as an integral part of the University community by representing the program in formal and informal venues, facilitating communication and discussion regarding the TRIO program’s operations and goals and the needs of SSS participants, conducting research, managing all administrative tasks and operations to comply with program requirements, and reporting research findings in formal and informal venues.
2. Assures that the SSS program for participants is organized, monitored, and managed to meet goals and objectives by designing, developing and directing all facets of the program under policies and procedures which ensure it is conducted in compliance with the U.S. Department of Education program guidelines and the specific requirements contained in the Missouri State University grant proposals, reporting data to entities about the status of academic support programs, student services, problems, successes, and individual student achievements, tracking expenditures and keeping financial records in accordance with federal guidelines, ensuring that all student records and files are complete, current, and confidential, reviewing TRIO Program materials, monitoring schedules and budgets against program criteria, preparing federal reports, preparing the continuation proposal, and attending meetings with the U.S. Department of Education Office at the request of the Dean of Academic Affairs or Chancellor.
3. Ensures that data is collected and reported so disadvantaged students are able to fully utilize the TRIO program by interviewing interested students to assess the effectiveness of program components such as academic and career counseling to undergraduate and graduate programs, evaluating the effectiveness of the Personal Academic Success Plan, and performing other evaluation of the impact of the TRIO program.
4. Establishes and maintains close working relationships with various University representatives, the federal government (Department of Education), target schools’ faculty and administrators, and community agencies.
5. Assures the development and operation of an effective tracking and monitoring system for the TRIO program by working with the Office of Admissions, Office of Registration and Records, Institutional Research, and Information Technology Services and coordinating with TRIO staff to ensure that all required tracking and monitoring systems are maintained and fully utilized.
6. Effectively manages the program by ensuring that the TRIO program meets all grant obligations in a timely manner to allow the preparation and submission of all necessary U.S. Department of Education reports.
7. Documents the progress of the TRIO program in achieving its funded objectives by coordination and evaluation of the project.
8. Develops a competent and effective staff by recruiting, selecting, training, supervising, and evaluating TRIO staff members in compliance with the University’s established Affirmative Action/Equal Employment Opportunity policies.
9. Represents the TRIO program by attending appropriate meetings, on and off campus.
10. Works to secure funding for the continuation of the TRIO program by suggesting research studies and working closely with the Grant Development Specialist and the Office of Research Administration to coordinate the writing of grant proposals.
11. Facilitates the development of activities and programs designed to encourage underrepresented populations to overcome barriers to postsecondary education by assisting the Office of Development with preparation and implementation of funding opportunities.
12. Provides direct academic support services to Student Support Services participants and supervises participants at TRIO-sponsored activities and trips.
13. Facilitates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
14. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses as required by the Dean of Academic Affairs.
15. Ensures the success of the TRIO program by performing all other duties as assigned by the Dean of Academic Affairs.
The Coordinator, TRIO Student Support Services, West Plains is supervised by the Dean of Academic Affairs, West Plains and supervises professional staff, clerical staff, and part-time staff.

Alternatively, knowledge at this level might also permit the employee to carry out recurring tasks and routine assignments requiring moderate experience in specific areas within higher education. Knowledge at this level is typically acquired through a combination of formal education and/or training and experience that includes a requirement for a college degree in a specific technical or professional specialty. Knowledge requirements may also include a limited amount of related work experience. Alternatively, equivalent knowledge requirements at this level include a non-technical or general Bachelor's degree requirement with a moderate level of additional related work experience or a non-specific Master's degree requirement with some related work experience.
Factor 2: Supervisory Responsibility
Level 3 - 270 Points: Supervision of a limited number of (a) operative, administrative support, or paraprofessional employees who do not exercise a full range of supervisory responsibilities over other full-time employees, (b) a very small number of professional employees, or an equivalent combination of (a) and (b). The incumbent performs a full range of supervisory responsibilities including performance reviews of subordinates. The incumbent is generally responsible for training, planning, and directing the work of permanent employees, and provides major input into hiring decisions. Supervisory responsibilities consume moderate amounts of work time and may include general work planning tasks.
Factor 3: Interactions with Others
Level 3 - 250 Points: The purpose of interactions is to advise or counsel others to solve recurring and structured problems, and/or to plan or coordinate work efforts with other employees who are working toward common goals in situations where relationships are generally cooperative. Interactions are moderately structured and routine and may involve employees in different functions, students, and/or the general public. These types of interactions require normal interpersonal skills.
Factor 4: Job Controls and Guidelines
Level 3 - 500 Points: The employee operates under general supervision expressed in terms of program goals and objectives, priorities, and deadlines. Administrative supervision is given through statements of overall program or project objectives and available resources. Administrative guidelines are relatively comprehensive and the employee need only to fill in gaps in interpretation and adapt established methods to perform recurring activities. In unforeseen situations, the employee must interpret inadequate or incomplete guidelines, develop plans, and initiate new methods to complete assignments based on those interpretations. Assignments are normally related in function, but the work requires many different processes and methods applied to an established administrative or professional field. Level 4 - 1500 Points: Work involves the primary accountability for a smaller department, program, or process. Work activities involve managerial decisions that directly affect the efficiency, costs, reputation, and service quality of the department, program, or process. Work affects a limited range of professional projects or administrative activities of the University. Work activities have a direct and substantial impact on the department. While work activities do have some effect on the efficiency and reputation of the cost center, departments, programs, or processes at this level represent a relatively minor function within the cost center. Employees in jobs at this level may have responsibility for developing budgets, distributing budgeted funds, and exercising the primary control over a relatively small budget.
