GENERAL FUNCTION

The Property Control Manager is responsible for all the University's warehouse operations, including receiving, storing, issuing, delivering, shipping, and disposal of widely diversified and specialized supplies, equipment, and furniture. The Property Control Manager establishes and maintains asset management and accountability over all supplies and equipment received by the University, ensures that equipment above the inventory threshold level is properly tagged and recorded in the Property Control database, resolves damage and specification issues with the manufacturer, distributor, and/or delivery company, enforces policies and procedures regarding the proper storage and accountability of items in dispute, and supervises daily distribution of supplies and equipment to various University departments.

MINIMUM ACCEPTABLE QUALIFICATIONS

Education: High school diploma or the equivalent is required.

Experience: At least five years of experience in, receiving, and material-handling work is required. Experience with computerized inventory or receiving procedures is required. Experience in operating various motor vehicles, light delivery vehicles, and a forklift is required. Supervisory experience is preferred.

Skills: Effective interpersonal communication skills are required. The ability to use Microsoft Word and Excel is required. The ability to learn to use and maintain the electronic purchasing system is required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required.

Effort: Lifting and moving equipment and supplies weighing up to 100 pounds daily is required. Work is performed both indoors and outdoors, occasionally in environments that could have work hazards.

License: A valid driver's license is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Ensures an efficient warehouse operation by supervising the receipt of all equipment, furniture, and supplies shipped to the warehouse, enforcing policies and procedures regarding the proper storage and accountability of those items, and resolving damage or deviation from specification issues with carriers and/or manufacturers to ensure that the University receives compensation for damaged or missing goods.

2. Maintains University inventory control by separating supplies, materials, equipment, and priority packages to be delivered to the University’s administrative and academic departments from invoices, departmental purchase orders, and procurement card records, with inventory items logged, tagged, and entered onto the proper property control computerized system.

3. Completes the delivery process by supervising the daily distribution of supplies and/or equipment to the various departments, ensuring that the items are delivered to the responsible person and proper signatures are obtained for the delivered items.

4. Ensures an accurate, accountable flow of supplies by maintaining records of receipts and shipments with an auditable record of all shipments received in the University warehouse.

5. Assists in maintaining non-expendable University property by complying with established procedures for the receipt, tagging, storing, and subsequent accountability of property purchased by or donated to the University, assisting with physical inventories of University property, and reporting discrepancies between reported inventories and actual property on-hand to the Coordinator, Property Control.

6. Coordinates property management for all University departments by arranging for the transport of worn-out and/or surplus property to the University’s warehouse, delivering useable property to departments as directed, and ensuring that surplus assets are presented for sale in a manner to maximize revenue.

7. Assists the Coordinator, Property Control with furniture requirements for classrooms and non-departmental areas.

8. Ensures an accident-free operation by supervising the use of motor vehicles, light delivery vehicles, or other moving equipment in a safe manner and adhering to all reasonable and prudent safety precautions and procedures.

9. Maintains a safe, clean, and orderly warehouse by monitoring the storage field and advising the Property Control Coordinator of future storage requirements.

10. Focuses on customer needs and customer satisfaction, projects a positive customer service environment to both internal and external customers and promotes and encourages an attitude of exemplary customer service and high integrity to all the staff within Facilities Management.

11. Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.

12. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses required by the Property Control Manager.

13. Contributes to the overall success of the Office of Property Control by performing all other duties and responsibilities as assigned.

SUPERVISION

The Property Control Manger is supervised by the Coordinator, Property Control and supervises Warehouse and Delivery Clerks and student workers in the Property Control department.
