Under the direction of the Associate Director of Safety and Transportation, the Patrol Lieutenant assists in developing and implementing the University’s public safety program which is designed anticipate and identify crime, accident, fire, and other loss risks and initiate action to remove or reduce public safety risks. The Patrol Lieutenant manages the patrol function of public safety operations, supervises public safety personnel, and maintains a consistent response to all areas of campus. The Patrol Lieutenant develops and maintains standards of performance for activities performed by public safety personnel and monitors progress in achieving performance standards. The Patrol Lieutenant designs, plans, and implements safety training programs, crime prevention and education programs, and community awareness programs in response to identified trends in incidents reported to the Department of Safety and Transportation or the Springfield Police Department.
MINIMUM ACCEPTABLE QUALIFICATIONS
Education: A high school diploma or the equivalent is required. A Bachelor’s degree with an emphasis in Criminal Justice, Public Administration, or a field related to public safety is preferred. Basic or advanced training in policing, community policing, or campus security is desired.
Experience: With a high school diploma, at least six years of experience in law enforcement or public safety is required which must include at least two years of operations management and personnel supervision experience in a law enforcement or public safety operation. With a Bachelor’s degree in Criminal Justice, Public Administration, or a field related to public safety, three years of experience in law enforcement or public safety is required which must include two years of operations management and personnel supervision experience in a law enforcement or public safety operation. Management level experience in public safety is preferred. Law enforcement or public safety experience in a higher education setting is preferred.
Certification: State Police Officers Standards and Training Certification is preferred. Must have or obtain a valid Missouri motor vehicle operator’s license. Annual certification for Adult/Child cardiopulmonary resuscitation (CPR) and Automated External Defibrillators (AED) are required.

Computer literacy is required. The ability to develop training and performance standards is required. The ability to develop policy and procedures is required. Public speaking skills in order to make presentations about policy, safety regulations, and public safety topics are required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required.
Effort: The nature of the job requires frequent travel throughout campus, including stairways in buildings. The nature of this job requires both mental and physical ability to respond quickly to events and emergency situations throughout campus. This position requires the ability to lift and move objects such as spare tires, wheel clamps, fallen tree limbs or other objects impeding traffic, etc. Employees in this job classification (job title) are designated as essential employees and must report to work as scheduled when University offices are closed due to severe weather.
Other: The scope of the position requires frequent weekend and evening work, providing oversight of the activities of three shifts operating around-the-clock.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Maintains standards of performance for campus security, loss prevention, maintenance and readiness of fire protection equipment, and the rendering of assistance to the public, monitors progress toward the achievement of performance standards, observes and evaluates staff performance, supervises patrol operations, ensures the enforcement of laws, rules, and regulations in a manner consistent with established policies and procedures, and corrects deficiencies in performance through coaching and training.
2. Ensures that patrol staff are scheduled to optimize safety of the MSU campus and communicates effectively with the Springfield Police Department Substation staff to coordinate departmental coverage of the campus in conjunction with Substation operations.
3. Ensures that personnel are properly trained by implementing the approved training programs, coordinating the use of training facilities and resources, recommending additional training based on a determination of the type and amount of training required in specific safety topics, coordinating with certifying agencies to train, test, and verify annual certification in the required skills.
4. Assists in supervision of the University’s parking operations by ensuring the enforcement of University parking regulations and coordinating with Parking Administration for events and activities that impact regular enforcement.
5. Establishes a pro-active stance in maintaining campus security by gathering and analyzing relevant information about situations or events which may disrupt normal campus activity or threaten the safety and security of University persons and property, advising the Associate Director, Safety and Transportation about vulnerabilities, recommending and implementing appropriate corrective actions, monitoring expected outcomes, assisting in the evaluation of appropriate crime prevention programs, providing input into the development of training programs in safety and security for departmental personnel, University staff and students, and conducting routine crime, safety, and fire prevention surveys.
6. Develops and implements effective Community Policing and Crime Prevention programs for students, faculty, and staff and manages door locking and unlocking schedules for routine operations as well as for special events and activities.
7. Assists in the supervision of Public Safety response when the University Emergency Operations Plan is activated, coordinates with the Manager, Emergency Preparedness during events and activities to ensure preparedness for emergencies, and ensures that emergency equipment is regularly inspected and operational.
8. Meets regularly with University community groups to obtain input on safety issues and to respond and resolve questions, issues, or concerns about safety or security issues on campus and promotes an awareness of safety issues to the University community by providing presentations and printed resource material about public safety topics to students, faculty, and staff.
9. Maintains the readiness to provide emergency assistance to students, faculty, staff, and the public by assuring that public safety personnel maintain proficiency in First Aid, cardiopulmonary resuscitation (CPR), and other required in-service training standards.
10. Reviews all print and electronic publications prepared by various University departments, such as the Employee Handbook, the Missouri State University Catalog, information published by the Office of Student Life and Development, and the Policy Library which include material about safety and loss prevention for consistency and accuracy and writes and reviews assigned sections of the Department of Safety and Transportation Policy and Procedures Manual on loss prevention.
11. Facilitates a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
12. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses required by the Associate Director, Safety and Transportation or designee.
13. Contributes to the overall success of the Department of Safety and Transportation by performing all other duties and responsibilities as assigned.
The Patrol Lieutenant is supervised by the Associate Director of Safety and Transportation and supervises Public Safety Officers and Public Safety Shift Supervisors.

Factor 2: Supervisory Responsibility
Level 5 - 730 Points: Supervision of (a) several work teams or work team leaders, (b) a rather large group of operative, administrative support, or paraprofessional employees, (c) a work group involving direction of skilled technical employees, (d) professionals in technical and skilled areas, and/or (e) subordinate supervisory personnel. The incumbent performs a full range of supervisory responsibilities including the authority to hire, train, transfer, promote, reward, or discipline others. Supervision will likely be general rather than close supervision of others. At this level, supervisory responsibilities consume significant amounts of work time and include substantial responsibility for work planning activities, staffing, and performance management as well as budgeting and planning functions.
Factor 3: Interactions with Others
Level 4 - 500 Points: Interactions with others are somewhat unstructured. The purpose may be to influence or motivate others, to obtain information, or to control situations and resolve problems. Interactions may be with individuals or groups of co-workers, students, or the general public, may be moderately unstructured, and may involve persons who hold differing goals and objectives. Individuals at this level often act as a liaison between groups with a focus on solving particular unstructured problems. Interactions at this level require considerable interpersonal skill and the ability to resolve conflict.
Factor 4: Job Controls and Guidelines
Level 3 - 500 Points: The employee operates under general supervision expressed in terms of program goals and objectives, priorities, and deadlines. Administrative supervision is given through statements of overall program or project objectives and available resources. Administrative guidelines are relatively comprehensive and the employee need only to fill in gaps in interpretation and adapt established methods to perform recurring activities. In unforeseen situations, the employee must interpret inadequate or incomplete guidelines, develop plans, and initiate new methods to complete assignments based on those interpretations. Assignments are normally related in function, but the work requires many different processes and methods applied to an established administrative or professional field. Problems are typically the result of unusual circumstances, variations in approach, or incomplete or conflicting data. The employee must interpret and refine methods to complete assignments.
