1.    Roll Call – Ms. Beverly Miller, Committee Chair, called the Programs and Planning Committee meeting to order at 10:30 a.m. on Friday, October 19, 2018, on the Missouri State University campus.    

2.    Approval of Minutes – Ms. Miller mentioned that the first item of business was the approval of the minutes from the June 22, 2018, meeting.  Mr. Craig Frazier so moved, receiving a second from Ms. Carol Silvey.  

Motion passed unanimously.
3.    Key Performance Indicators – President Clif Smart briefly discussed the metrics that were set under the current long-range plan.  He noted that some have been met and others are still being worked on. Dr. Frank Einhellig, Provost, then provided a brief history of the Key Performance Indicators (KPI) and shared potential state performance measure expectations to include degree/certificate completion, licensure pass rate reporting, student knowledge and success rate post-graduation and total enrollment. As part of the 2016-21 Long-Range plan, the University achieved the graduation goal of 4,900 in FY2017 and the full-time faculty/staff diversity goal of 14% in FY2018.  Discussion ensued, and the Board Committee agreed that the graduation goal number should be increased to 5,200 and the full-time faculty/staff diversity goal should be raised to 16%. 

Due to time constraints, retention and graduation rates data will be reviewed and discussed at the December meeting. 

4.    Citizen Scholar Update – Ms. Miller shared that the Citizen Scholars subcommittee recently met and reviewed 24 nominations for the Citizen Scholar Award.  She stated that all the nominations were outstanding, but they did have to narrow it down to six awardees; five from the Springfield campus and one from the West Plains campus.  The awardees will be recognized at the December Board of Governors’ meeting. 
 
5.    Adjournment – Ms. Miller adjourned the Programs and Planning Committee meeting at 11:33 a.m. on the motion of Mr. Kendall Seal, the second of Mr. Frazier, and the unanimous approval of the committee.
