1.    Roll Call – Ms. Carol Silvey, Committee Chair, called the Programs and Planning Committee meeting to order at 10:38 a.m. on Thursday, May 16, 2019, on the Missouri State University campus.    

2.    Approval of Minutes – Ms. Silvey mentioned that the first item of business was the approval of the minutes from the February 22, 2019, meeting.  Ms. Amelia Counts so moved, receiving a second from Mr. Gabriel Gore.  

Motion passed unanimously.
3.    Bear POWER Updates – Ms. Rachel Heinz, Director, gave an update on the Bear POWER program.   She shared that all eight students who started in January 2018 completed the program with half of the students being able to take courses for credit without modifications. The students participated in organizations across campus to include Student Advisory Board, Deans Council, Student Government Association, service learning and social events.  An open house was held in the fall of 2018 with 21 student applications received.  Out of these applications, 12 students were interviewed, and 10 applicants have been invited to participate in the 2019 summer retreat, which is the last part of the application process.  

4.    Faculty Hiring – Dr. Frank Einhellig, Provost, presented on the hiring process on the Springfield campus, noting who we hire makes all the difference.  As of fall 2018, there are 800 full-time faculty on the Springfield campus. On average, the University sees a 7% turnover from retirement, resignation or other.  Dr. Einhellig then walked the committee through the strategic steps used to hire faculty, striving for mix of gender, rank and diversity.  Of the 338 hires over the last five years, 46% have been male, 54% female, 11% international and 14% domestic diversity.  Special recruitment programs, intended to complement traditional recruitment, have provided opportunities for targeted outreach and cost-sharing.  One program is the faculty diversity composition initiative, which assists faculty (or staff) with degree completion through a forgivable loan program with expected continued employment at the University.  Dr. Blanca J. Martinez, Assistant Professor, World Languages and Cultures, is one of three individuals who has completed this program.  Dr. Martinez shared her experiences with the committee, noting the importance of it and the opportunities that it has afforded her.  Dr. Chris Craig, Deputy Provost, shared that he is currently working on the selection of the next individual to participate in this program. 

Dr. Shirley Lawler, Chancellor, West Plains, shared how proud she is of the faculty on the West Plains campus.  She then introduced the individuals who were attending the meeting to include Ms. Brenda Polyard, Director of University/Community Programs and EOC; Ms. Alyssa Collins, Procurement/HR Specialist; Mr. Scott Schneider, Director, Business and Support Services; and Dr. Dennis Lancaster, Dean of Academic Affairs.  Dr. Lancaster then provided a step by step review of the faculty hiring process on the West Plains campus, noting that West Plains follows the same policies and procedures that the Springfield campus does.  The West Plains campus currently has 36 full-time faculty with 21 searches conducted from FY15 through FY19.  Of full-time faculty, 56% are female, 44% are male, and 19% are diverse. Dr. Lancaster shared salary comparisons and noted that the average years of service is 10.8 with 11 faculty members eligible for retirement in FY19.

5.    Adjournment – Ms. Silvey adjourned the Programs and Planning Committee meeting at 11:34 a.m. on the motion of Mr. Craig Frazier, the second of Mr. Gore, and the unanimous approval of the committee.
