GENERAL FUNCTION

The Recovery Coordinator completes tasks to implement long term recovery efforts from disaster events with a focus on economic recovery for the 10-county region served by the Southwest Missouri Council of Governments (SMCOG). The Recovery Coordinator develops local and/or regional long-term recovery plans and coordinates efforts to implement those plans among government agencies, stakeholder organizations, and businesses. The Recovery Coordinator oversees a federally-funded Revolving Loan Fund that supports job creation and retention by leveraging public and private investment for specific projects in the region. The Recovery Coordinator identifies public funding sources to implement recovery and resilience projects and works with other staff to develop grant applications and project proposals, such as improving access to broadband, expanding workforce training programs, promoting diversification of local economies, infrastructure improvements, etc. The Recovery Coordinator assists economically distressed communities and stakeholder organizations throughout the SMCOG 10-county region, conducts outreach and education to rural and/or marginalized groups to ensure they take full advantage of available funding opportunities for unmet needs within our communities, prioritizes potential projects, and assists with the grant application process. The Recovery Coordinator provides technical assistance to local governments in administering state and federally-funded grants related to economic development, economic recovery, disaster mitigation, resiliency, public health and safety, transportation, water and wastewater systems, and other planning and implementation projects to include completion of environmental reviews and impact studies, analysis of census and other statistical data, review of project budgets, coordination of assurances, writing project narratives, and reporting to local elected officials or boards on project progress.

MINIMUM ACCEPTABLE QUALIFICATIONS

Education: A bachelor’s degree is required. A bachelor’s degree in Planning, Economics, Economic Development, Public Administration, Business Administration, or a related field is preferred.

Experience: At least one year of professional work experience is required.  Prior experience in economic development, city or regional planning, economic recovery, disaster recovery, business finance, commercial lending, or a related field is preferred.  Experience with programs and agencies such as Community Development Block Grant (CDBG), Missouri Department of Economic Development (MoDED), Economic Development Administration (EDA), Missouri Department of Natural Resources (MoDNR), Environmental Protection Agency (EPA), United States Department of Agriculture – Rural Development (USDA-RD), or Federal Highway Administration (FHWA) is preferred. Experience administering a Revolving Loan Fund or other commercial lending program is preferred. Experience writing and implementing an economic recovery plan is preferred. Experience with broadband planning is preferred.

Skill: Strong verbal and written communication skills are required. The ability to read, interpret, and follow state and federal program guidelines is required. Computer skills, including word processing, database management, document design, and presentation software is required. The ability to work with minimal supervision, meet deadlines, and work efficiently in non-routine situations is required. The ability to work effectively with the public and elected officials is required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures and backgrounds is required.

Other: Occasional day travel in a 150-mile radius is required and may include occasional overnight stays. The position requires attending occasional evening meetings.  A valid driver’s license is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Oversees the region’s EDA COVID-19 Pandemic Response Funding with economic development resiliency and recovery plan goals, linking together the existing Comprehensive Economic Development Strategy (CEDS) and Regional Hazard Mitigation Plan.

2. Assists local entities with needs assessment, planning, implementation, and procurement of funding to address the economic impacts caused by the COVID-19 pandemic and performs related duties as required.

3. Provides technical and advisory assistance to local governments and other public entities, specializing in economic recovery, and participates in and directs the preparation of planning documents, grant applications, technical reports, project or program budgets, and financial reports.

4. Develops and makes recommendations to local and regional government entities by participating in planning activities with citizen advisory committees and the general public while communicating accurate information about the availability of funding programs and their requirements.

5. Facilitates the development of potential sources of contracts for the Center for Resource Planning and Management by assisting in the preparation and presentation of project proposals to local, state, and federal governments and other public entities.

6. Represents the Center for Resource Planning and Management to other government jurisdictions on grant writing and administration matters by attending meeting, workshops, seminars, and other similar activities as may be assigned.

7. Assists in the compilation and analysis of census data and other statistical data and prepares projections and reports on data analysis.

8. Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.

9. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses required by the Director, Center for Resource Planning and Management.

10. Contributes to the overall success of the Center for Resource Planning and Management by performing other essential duties and responsibilities as assigned.

SUPERVISION

The Recovery Coordinator is supervised by the Director, Resource Planning and Management, works closely with other Planner positions, and may assist with the supervision of student planning interns.
