System Operations Manual

Missouri State University is a multi-campus system with a statewide mission in public affairs operating under a single Board of Governors.

Springfield is a “selective admissions” campus offering baccalaureate, masters, and specialist degrees.  The Springfield campus also offers one cooperative doctorate in addition to a stand-alone professional doctorate.  West Plains is an “open admissions” campus offering two-year degree programs.  Baccalaureate and master's degrees are also available at the West Plains campus through Missouri State University-Springfield.  A focused research program is in place at Mountain Grove.  The Missouri State University virtual campus coordinates telecommunication-based delivery of distance education among and by the three campuses.

Board meetings are generally held on the Springfield campus.  However, a minimum of one Board meeting is held on the West Plains and Mountain Grove campuses each year and one meeting each year is rotated between St. Louis, Kansas City, and Jefferson City.

System administration and coordination is the responsibility of the Missouri State University Administrative Council.  The Council, composed of representatives from each campus, is responsible for developing business and support systems necessary to ensure that the campuses operate cooperatively, efficiently, economically and without duplication.

The Missouri State University Administrative Council provides effective administration of the System while requiring minimal administrative overhead.  No positions have been or will be added for System purposes.

One of the responsibilities of the Missouri State University Administrative Council is to develop and maintain the Missouri State University System Operations Manual.  The Manual is reviewed and updated when necessary.  The Manual is divided into several sections with a matrix and text provided for each section.  The matrices provide a quick recap of whether various functions are the responsibility of only one campus or of two or more campuses working together as members of the System.  The text provides a more detailed narrative of how the System functions are to be executed.

MATRIX GUIDELINES

The following guidelines pertain to the matrices of the System Operations Manual:

  • The System Office includes the Springfield Campus.
  • All functions are performed at the Springfield Campus unless otherwise noted.
  • An X in the West Plains or Mountain Grove columns indicates the function is a responsibility of that campus.
  • A comment in any column clarifies the delineation of shared responsibilities.
  • If there is an X in the System Column, then the responsibilities are shared by two or more campuses and thus, by definition, there cannot also be an X in the West Plains or Mountain Grove column.  Comments in either or both of those columns may be included to indicate delineation of responsibility.
  • If no X is present in the System column, a comment or an X may be present in either or both the West Plains and Mountain Grove columns.
  • If responsibility is shared, a comment may be present in all three columns with an X in one of them.
