China Branch Campus

Missouri State University maintains the Missouri State University Branch Campus at Liaoning Normal University in Dalian, China. A two-year Associate of Arts in General Studies with an emphasis in Business offered on the Branch Campus is administered by Missouri State University-West Plains. The University has several additional programs in China—for information on these programs, go to http://www.missouristate.edu/china. The President of the Missouri State System formed the China Management Group to assist in the review, coordination, and administration of the programs in China. Members of the China Management Group include the Chancellor of the West Plains Campus, Chief Financial Officer, Provost, Vice President for Research and Economic Development, Associate Provost and Dean of Graduate College, Vice President for Student Affairs, and Assistant Vice President for Research and Economic Development and Director of International Programs.

The Assistant Vice President for Research and Economic Development and Director of International Programs is responsible for overseeing and coordinating the delivery of academic programs and courses in Asia as well as for faculty and student exchange programs between universities in Asia and the Missouri State University System. As a representative of the Missouri State University System, the Assistant Vice President for Research and Economic Development and Director of International Programs oversees implementation of approved administrative policies and procedures related to the Branch Campus in Dalian, including coordination and facilitation of system wide support for faculty and students. The Assistant Vice President for Research and Economic Development and Director of International Programs works closely with the appropriate chief academic officers in maintaining and expanding existing Academic Outreach programs for the Missouri State University System in Asia, coordinating campus and community support for Asian programs with various departments on the Springfield, Mountain Grove, and West Plains campuses, and exploring future collaborative partnerships and educational opportunities in Asia including developing degree programs at all levels. The Assistant Vice President for Research and Economic Development and Director of International Programs recruits undergraduate and graduate students from Asian countries and teaches a partial load of classes as appropriate. Teaching, research, and service responsibilities accompany appointments with academic rank.

A. LIAONING NORMAL UNIVERSITY

The mission of the Missouri State University Branch Campus at Liaoning Normal University is to conduct educational and cultural exchange between the Missouri State System and Liaoning Normal University and to promote understanding and friendship between the two countries.

Specifically, the Branch Campus: provides educational and training opportunities in various  forms for the Chinese students, government officials, and business managers, as well as for other individuals from the Chinese society; provides training for employees from American companies and firms in China; and, promotes cooperation between Missouri State and LNU in the areas of scientific research, undergraduate and graduate studies, distance learning, instructional technology, and cultural exchanges. The master agreement with LNU is included below (approved by the Board of Governors on September 19, 2-- Agreement No. 111-03). Following the contract, text is provided that shows a detailed narrative of how the Missouri State University System functions are to be executed for the LNU Branch Campus. Agreement

On June 14, 2Missouri State University and LNU entered into an agreement of educational cooperation. Working together and in accordance with the agreement, the Missouri State/LNU Branch Campus (the Branch Campus hereafter) was established. This new agreement extends that agreement and provides for continuation of the Branch Campus and to further explore educational opportunities beneficial to both universities.

  1. Mission
    1. Missouri State University and LNU agree that their mutual mission is to conduct educational and cultural exchanges between the two universities and to promote understanding and friendship between the two countries.
    2. Missouri State University and LNU agree that the current arrangement of the Branch Campus has proven beneficial to both institutions for the past three (3) years.
    3. All existing and proposed programs will be totally self-supporting and to the mutual benefit of both institutions.
    4. Missouri State University and LNU agree to explore effective teaching models that incorporate both classroom instruction and distance learning.
    5. The Branch Campus may provide training for employees for companies and firms from the local area.
  2. Enrollment
    1. Missouri State University and LNU will coordinate recruitment efforts for all programs. Missouri State University officials will assist in the recruitment effort by providing brochures and additional information regarding the programs Missouri State agrees to provide on the LNU campus. Missouri State officials will make recruitment presentations on periodic visits to the LNU Campus.
    2. Sufficient enrollment will be necessary to generate the required funds to make any agreed upon program self-supporting.
  3. Facilities
    1. Classrooms and administrative space for faculty and students in China will be provided in the Missouri State University-LNU Branch Campus area by LNU.
    2. Missouri State University will work with LNU officials to identify necessary facilities on the LNU campus to meet any additional requirements of programs to be offered at the Branch Campus.
  4. Funds
    1. The budget for jointly offered programs will be agreed to by both institutions. Tuition rates will be established at the levels that are required to sustain the program.
    2. All program expenses will be paid by funds collected from tuition.
    3. Funds to cover Missouri State University expenses incurred in the United States and LNU expenses in Dalian, China must be reimbursed by tuition income generated in China from Missouri State/LNU Branch Campus joint educational ventures.
    4. Students will be required to purchase or lease textbooks for the classes in which they are enrolled.
    5. Students coming to the Missouri State University campus to study will pay established Missouri State tuition and fees for international students.
  5. Academic Considerations
    1. Academic programs for Missouri State University university credit provided at the Branch Campus will adopt curricula, lesson plans, textbooks, and other teaching materials selected and determined by Missouri State.
    2. Missouri State University will approve or provide qualified instructors for agreed upon programs in accordance with standards set forth by the educational governing bodies from the United States.
    3. Graduates of approved degree programs will be awarded the appropriate degree from Missouri State University.
    4. Students completing Missouri State University certificate programs will be awarded the appropriate certificate by Missouri State, such as Business Essentials Certificate and English Proficiency Certificate.
    5. Students accepted into degree seeking or certificate programs will be appropriately enrolled as Missouri State University students. Credits received by students enrolled in these programs will be recorded on a Missouri State University transcript.
  6. Other Considerations
    1. Missouri State University and LNU understand and agree that this Agreement is subject to the approval of the Board of Governors of Missouri State University as well as appropriate government offices in China according to relevant regulations of the People’s Republic of China.
    2. This Agreement encourages continued discussions between the two institutions to look at other programs in the future, which would have mutual benefit.
    3. The Branch Campus is a cooperative project between Missouri State University and LNU and in accordance with the initial agreement of June 14, 2LNU agrees that the Branch Campus will be primarily managed by Missouri States University.
    4. Missouri State University will actively engage in academic collaboration with LNU by pursuing scientific research projects either in the
    5. United States or China.
    6. Missouri State University will continue to provide financial support in the form of graduate assistantships for two LNU faculty members at a time to come to the Springfield campus for graduate studies in degree programs offered on the Missouri State University campus.
    7. In accordance with the Missouri State University/LNU agreement of August 1, 2both universities will continue to develop the joint plan to expand the existing Associate of Arts degree offered at the Branch Campus into a four year Bachelor of Science degree in General Business.
    8. If either university believes the stated purposes of this Letter of Agreement are not being fulfilled the other university shall be notified of the areas of concern in writing. Both universities shall attempt to resolve those concerns through common efforts. If no solution can be achieved, either university may cancel the agreed to programs by providing written notification at least one (1) semester in advance.
    9. Missouri State University and LNU agree that additional Addenda may be agreed to in the future to cover Branch Campus related matters not included in this agreement.
    10. This agreement to be effective through September 2and subject to extension thereafter by approval of governing authorities

TWO-YEAR ASSOCIATE OF ARTS IN GENERAL STUDIES WITH AN EMPHASIS IN BUSINESS

  1. GOVERNANCE

    The AA in General Studies is administered by Missouri State University-West Plains. The Assistant Vice President for Research and Economic Development and Director of International Progams will coordinate all curricular matters with the Chancellor of the West Plains Campus and the West Plains Chief Academic Officer. The China Management Group will assist in the review and administration.

  2. FINANCIAL PLANNING/ACCOUNTING

    Financial planning and budgeting is done by the Assistant Vice President for Research and Economic Development and Director of International Programs and the Director of Academic Outreach with input from Missouri State University-West Plains and approval of the China Management Group and The Board of Governors, when appropriate. Accounting is performed by the College of Continuing Education and the Extended University in coordination with the Office of Financial Services - Missouri State University System.

  3. ACADEMIC SERVICES

    The West Plains campus is responsible for providing academic support services for students at the branch campus.

    • FACULTY SELECTION/CREDENTIALING

      All faculty hired to teach at the branch campus must meet the same qualifications as those hired to teach at Missouri State University-West Plains. The positions are advertised, the appropriate West Plains faculty review credentials and a recommendation is made to the Dean for a decision whether to hire someone or not. The appropriate associate dean provides on-going contact and supervision.

    • CURRICULA

      The curricula and academic affairs are under the oversight of the West Plains campus.

    • ASSESSMENT

      Academic assessment and the evaluation of institutional effectiveness are a shared responsibility between the Missouri State University system office and the West Plains campus.

    • LIBRARY

      Missouri State University-West Plains Garnett Library has developed a special tutorial to help branch campus faculty access resources in our library. In addition, many hard copy professional resources have been identified and shipped to the branch campus in order to establish a small library. Branch campus faculty receives all emails pertaining to library resources and services.

    • ACCREDITATION

      While the overall Missouri State University System will contribute to the process, the West Plains campus is responsible for maintaining appropriate accreditations for this China campus program.

  4. STUDENT SERVICES

    The West Plains campus is responsible for providing student support services for students at the branch campus.

    • ADMISSIONS/RECRUITMENT

      The Assistant Vice President for Research and Economic Development and Director of International Programs, under the direction of the West Plains campus, will recruit and admit students into the two-year program at the branch campus at LNU.

    • REGISTRAR

      The West Plains campus is responsible for registering students taking courses through that campus, regardless of the course location. Official student academic records are maintained on the West Plains campus.

    • BOOKSTORE

      Any text, reference, or course material (required or optional) is available through the West Plains Bookstore.

  5. HUMAN RESOURCES

    Recruitment of employees and employment offers are the responsibility of the West Plains campus. Other activities within Human Resources/Equal Opportunity are shared responsibilities with the Missouri State University System.

  6. INFORMATION SERVICES

    Information Services of the branch campus are a shared responsibility within the Missouri State University System with oversight from the China Management Group.

  7. FACILITIES MANAGEMENT

    Physical plant/facilities management is primarily the responsibility of the Assistant Vice President for Research and Economic Development and Director of International Programs with oversight from the China Management Group.

  8. PROCUREMENT

    Procurement is a shared responsibility within the Missouri State System with oversight from the China Management Group.

  9. SAFETY AND TRANSPORTATION

    Safety and transportation is a shared responsibility within the Missouri State University System with oversight from the China Management Group.

  10. INSTITUTIONAL RESEARCH

    Institutional research is a shared responsibility within the Missouri State University System. The West Plains campus is responsible for preparing reports and analyses in consultation with the China Management Group.

  11. LEGAL AND AUDIT

    Legal and audit activities are a shared responsibility within the Missouri State University System with oversight from the China Management Group.
