The following Part-time Hiring Checklist should be followed when a department is requesting to hire a part-time employee. Please contact the Office of Human Resources for the necessary forms and for any assistance to complete the steps in this procedure.
_____ 1. The hiring department prepares a Position Authorization* form for the vacant position and submits it through the normal approval channels to the Office of Human Resources.
_____ 2. After the Position Authorization form is approved, the hiring department can recruit applicants to fill the position. To assist in the recruitment of applicants, the department may request that the Office of Human Resources post the vacancy on the Missouri State University vacancy announcement.
_____ 3. Applicants must complete a Missouri State University Employment Application form at https://jobs.missouristate.edu/.
_____ 4. Applicants for clerical positions must complete the clerical tests administered by the Office of Human Resources, which are conducted each Monday at 9:00 a.m. until approximately Noon. These computerized tests include a keyboarding test, basic Microsoft Excel and Word tests, proofreading, filing, and bank reconciliation.
_____ 5. The hiring department will conduct the interviews. Proper interview questions and procedures must be followed when interviewing applicants for part-time positions. The Office of Human Resources can advise the hiring department regarding proper interview questions and procedures.
_____ 6. Before extending a job offer to an applicant, the applicant's references must be checked. Approximately two to three professional job references should be completed. If an applicant receives a job reference that is unfavorable or has questionable reference information, the hiring department should contact the Office of Human Resources to review the information before extending a job offer to that applicant.
_____ 6a. Criminal background check: Some positions may require a criminal background check. A form is submitted for applicants being considered for positions involving custodial, security, residence life, child care, and positions allowing access to funds, buildings and facilities and as required by law. For positions requiring a criminal background check, the hiring department must contact the Office of Human Resources. The Office of Human Resources will submit a request for the criminal background check to be conducted. In order to avoid liability for the University, it is recommended that the criminal background check results be received prior to the employment offer. Otherwise, the hiring department must inform the applicant that the employment offer is contingent upon the pending results of the criminal background check.
_____ 7. The completed Missouri State University Employment Application form and the Reference Check forms must be submitted to the Office of Human Resources before a job offer has been extended and accepted by the applicant.
_____ 8. When an applicant accepts the job offer, the hiring department must complete a Personnel Action* form and submit it through the normal approval channels to the Office of Human Resources.
_____ 9. All newly hired employees must complete I-9, W-4 and direct deposit forms in the hiring department no later than the first day of employment. The hiring department must make sure that the E-Verify process is completed within three days of the start date.
_____ 10. Completed forms submitted to Office of Human Resources for each newly hired employee:
_____ 11. All part-time employees are limited to working 1,000 hours during a rolling 12-month period. The Office of Human Resources will provide a quarterly report to the department head to monitor the hours worked. This report is distributed approximately the 20th day of March, June, September, and December.
_____ 12. Returning part-time employees: When a person is returning to part-time employment at Missouri State, any previous time worked as a part-time employee for any department during the most recent 12-months will be counted towards accumulation of the 1,000 hours worked in a rolling 12-month period.
_____ 13. Departments requesting part-time personnel from an outside temporary service agency must contact the Office of Human Resources prior to contacting an agency. This service is awarded by a formal bidding process and the Office of Human Resources is required to handle all temporary service requests.
