Utility Vehicles on Campus
To provide guidelines regarding the use of utility vehicles on the Missouri State University campus. In addition to stating policy, this document establishes procedures for the registration of utility vehicles, limitations on use, safety and protection issues.
A utility vehicle is a vehicle that has a top speed of less than 35 miles per hour. Utility vehicle will include, but not limited to the following:
- Golf carts, both gasoline and electric.
- General utility vehicles, such as those used by the Grounds Services and the Maintenance departments.
- Powered mower and lawn care equipment.
- Small tractors.
- Fork lifts.
- Authorized Use:
The acquisition, use, and parking of utility vehicles at Missouri State University is limited to University departments and University contractors with a valid business need as determined by the appropriate academic/administrative officer. Those departments or contractors operating utility vehicles are expected to comply with all provisions of this document.
- Authorized Operators:
Operation of utility vehicles is restricted to University employees and students designated by their respective Department Head, and University contractors designated by the appropriate University authority. Each department shall maintain a current list of approved operators, with corresponding certification authorizing use of utility vehicles.
All users of utility vehicles are to view the Missouri State University Utility Cart Safety video. A confirmation will be signed by the prospective driver that the training has occurred and is understood. A copy will be forwarded to the Safety and Transportation Department to serve as an authorization for the individual to drive a utility vehicle on campus. A copy of the authorization is to be held by the respective department office and the individual certified to drive these vehicles. (See attached sample.)
- Safety and Protection:
- General – Utility vehicles shall not be operated in a manner that may endanger occupants or nearby individuals and property.
- Traffic Laws and Defensive Driving – Operators shall operate utility vehicles in compliance with all University traffic and parking rules. Additionally, operators shall operate utility vehicles in a safe and responsible manner with due regard for the driving conditions. When on a city street, operators shall operate the vehicle in compliance with all applicable state and municipal driving codes.
- Passenger Limit and Load Capability – Operators shall ensure that the number of passengers and their seating arrangement and/or the weight, type, and placement of the load do not exceed the manufacturer’s recommendations.
- Operator and Passenger Safety –Operators and passengers must keep their head, legs, and arms inside the cab area of the utility vehicle. Operators and passengers should not step or jump from the vehicle until it has stopped moving.
- Tobacco Use – Tobacco use is prohibited in all University vehicles.
- Training – No one shall operate a utility vehicle unless he or she has successfully completed this approved course of training as designated by the Director of Safety and Transportation.
- Protection – Each operator of a utility vehicle shall ensure that, when the utility vehicle is not in use, the utility vehicle is secured with the key removed. Further, each operator shall park the utility vehicle in a location that minimizes the opportunity for theft or vandalism to the utility vehicle. Permanently mounted boxes or cabs that can be secured, should be secured.
- Vehicle Boundaries – No utility vehicles are to be driven on the following high traffic city streets;
- National Avenue
- Grand Street
- Kimbrough Street
- Walnut (Kimbrough to John Q Hammons Parkway)
- Elm (John Q. Hammons Parkway to National).
- Violations and Complaints – Operators who violate University regulations while operating the utility vehicle may receive a traffic citation. Complaints against unsafe or improper driving or parking behavior for which a citation is not issued are to be directed to the department head with documented action taken as a result of the complaint. The department head should assess, based upon a substantiated complaint, whether the operator should be allowed to continue operating the utility vehicle.
- Vehicle Maintenance and Care:
- Routine Maintenance – Department chairs or heads shall ensure that any utility vehicle assigned to their department is routinely inspected and maintained as recommended by the manufacturer to ensure that the utility vehicle is in proper working order.
- Disabled Vehicle – If a utility vehicle becomes disabled in a location other than where it is routinely stored when not in use, the operator is to notify his or her supervisor and the Safety and Transportation Department for assistance in moving the vehicle.
- Vehicle Accidents – Any utility vehicle involved in an accident is to be reported to the respective department head and the Safety and Transportation Department at 417-836-5509.
- Enforcement of Policy:
It is the responsibility of the department head of any department that operates a utility vehicle to ensure compliance with this policy.
