The mission of OATS, Inc, is to provide reliable transportation for disadvantaged Missourians so they can live independently in their own communities.
OATS transportation is provided on a donation basis for those over 60 or disabled. Over 60/disabled is the focus, however, service is available to the general public. OATS service is available in rural areas with priority service to senior citizens and persons with disabilities. Anyone living in rural areas whose needs can be met by OATS service schedules is eligible to ride their local OATS bus. In urban areas, current services are available only to senior and persons with disabilities, or to groups which have entered into an agreement to pay for services received.

Older adults and persons with disabilities. However, the general public may also be served.
