GENERAL FUNCTION
The primary job duties of the Grounds Support Services Supervisor are coordinating the acquisition and execution of contract grounds services for unique, exceptional, or specialized grounds services, monitoring the quality of contracted services, determining specifications for products and services, ordering required supplies, inventorying supplies and equipment, and managing the supply and contract services budgets. The Grounds Support Services Supervisor maintains administrative records related to purchasing, Materials Safety Data Sheets, inventory control, and training and provides safety training. The Grounds Support Services Supervisor arranges for repair of grounds equipment, spot-checks grounds maintenance, interviews applicants, responds to complaints and grounds needs, reports safety problems and student needs to the Work Management Center, and assumes the grounds-related duties and responsibilities of the Superintendent of Custodial and Grounds in his/her absence.
MINIMUM ACCEPTABLE QUALIFICATIONS
Education: A high school diploma or the equivalent is required.
Experience: At least six years successful experience in grounds-related services is required, which includes at least three years of supervisory experience. Purchasing experience is preferred.
Skills: Supervisory and administrative skills are required. Computer literacy is required. Knowledge and understanding of grounds procedures, supplies, and equipment, and the ability to instruct others in their proper application is required. Knowledge of the federal and state regulations governing the use, control, storage, and disposal of pesticides, fertilizers, insecticides, herbicides, and similar chemicals is required. A working knowledge of word processing, database, and spreadsheet application skills is required. Good oral and written communication skills are required. Budget management, inventory control, and equipment management skills are required.
Effort: Must be able to lift and carry materials and equipment weighing up to 80 pounds. Must be able to operate push and riding power mowers, chain saws, commercial tractors, and similar grounds maintenance equipment. Requires the ability to inspect areas of the grounds that may only be accessible by climbing ladders, bending, reaching, or moving equipment.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Ensures that grounds personnel have the equipment and supplies necessary to perform grounds services by determining and preparing product specifications for the purchasing process, ordering supplies using the UBUY system and DOFs, assuring that supplies meet specifications, maintaining inventory records of grounds supplies, issuing supplies, requisitioning for replacement items as necessary, and storing the supplies and equipment in a secure facility.
2. Coordinating the acquisition of contract services by developing specifications for work to be performed, preparing the appropriate paperwork to support the request, and coordinating with the contractor to schedule the work.
3. Ensures that the specified contract services are provided satisfactorily by the contractor by inspecting the work being performed, advising both the contractor and the Superintendent of Grounds and Custodial Services when shortcomings or other deficiencies are noted, and authorizing the payment of invoices for the completed work.
4. Maintains grounds equipment in good working order by arranging for repair and monitoring the results for performance according to University guidelines.
5. Advises the Superintendent of Custodial and Grounds Services of the condition of the campus grounds by conducting inspections, inspecting the work of grounds personnel and reporting problems to the Superintendent of Custodial and Grounds Service or the Grounds Supervisor, reporting the results of the inspections with particular emphasis on needed repairs, and contacting the Work Management Center to report safety issues, student needs, light outages, and contractor abuse of University property.
6. Helps to develop an effective team of grounds personnel by providing safety training and instructing all grounds employees in the proper methods and use of materials and equipment for safe and efficient work performance.
7. Assists in hiring qualified employees by participating in the interview process and making recommendations to the Superintendent of Custodial and Grounds Services regarding the employment of applicants.
8. Provides continuity of supervision and leadership within the Grounds Department by assuming the duties and responsibilities of the Superintendent of Custodial and Grounds Services in his/her absence.
9. Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses required by the Superintendent of Custodial and Grounds Services.
10. Contributes to the success of the Grounds Department by performing all other essential duties as assigned.
SUPERVISION
The Grounds Support Services Supervisor is supervised by the Superintendent of Custodial and Grounds Services, supervises the Grounds Equipment Mechanic directly and all other Grounds' employees, indirectly.

Factor 1: Educational Requirements of the Job
Level 2 - 100 Points: The job requires a high school diploma or equivalent.

Level 3 - 550 Points: General mechanical or technical aptitude and specific knowledge and experience in a skill, craft, or trade. The ability to perform standard procedures, operations, and/or operate specific equipment, that is required through at least two years of experience and previous training is required.

Level 5 - 500 Points: Supervision of a work group or department including hiring, training, disciplining, and directing the work of others. At this level the required supervision will likely include general rather than close supervision of others. Typically, the nature of the work may involve the supervision of other supervisors or work group leaders, or the responsibility for a rather large group of operative employees in non-technical or non-highly skilled areas. At this level, supervisory responsibilities consume significant amounts of work time and include substantial responsibility for budget development as well as financial control, purchasing, and work planning responsibilities.
Factor 4: Guidelines
Level 3 - 90 Points: Procedures and standards exist, but considerable latitude in applying procedures and selecting a sequence of activities must be exercised. The employee uses judgment in interpreting and adapting guidelines such as agency policies, regulations, precedents, and work directions for application to specific cases or problems. The employee analyzes results and recommends changes.
Factor 5: Contacts
Level 4 - 175 Points: The purpose is to coordinate activities involving employees, students, and/or the general public. At this level, contacts involve considerable interpersonal skill involving cooperation and coordination and may involve the organization of activities of programs requiring working relationships among several parties. While contacts may require some level of persuasion, potential for conflicts and disputes are relatively minor.
Factor 6: Work Environment
Level 2 - 40 Points: The work area involves moderate discomfort and/or risk such as that from moving machinery, occasional work with hazardous substances, or moderate levels of noise. The work may require wearing of protective gear. The work area is generally adequately lighted and ventilated, but may involve uncomfortable temperatures at times.
Factor 7: Physical Demands
Level 2 - 60 Points: Work requires some exertion such as standing for long periods of time, considerable walking, frequent bending kneeling, reaching, and stooping. May include occasional lifting of moderately heavy objects. Work may require specific but common physical abilities.

Level 3 - 70 Points: At this level would be jobs in which the incumbent has considerable ongoing responsibility for building security and public safety.
