GENERAL FUNCTION
 
The Assistant to the Chancellor provides support services to the Chancellor for the general administration of the campus. Advises the Chancellor on a wide range of topics, with specific expertise in resolving administrative organizational issues. Significant effort is devoted to information gathering, analysis and the preparation of summaries in a useable and meaningful form. Participates in scholarly activities, including teaching and research.
 
MINIMUM ACCEPTABLE QUALIFICATIONS
 
Education: A Master’s degree from an accredited institution and extensive experiences in professional development are required. An earned doctorate is preferred.
 
Experience: Requires a minimum of five years of progressively responsible administrative experience in higher education administration, preferably with experience in planning, accreditation, assessment, and grant-writing.
 
Skills: Requires strong communication skills in oral, written and visual forms; ability to work on a variety/multitude of assignments, often on a short time schedule; ability to project a strong positive image of the University to many constituencies, both on-campus and within the community; ability to utilize computer and electronic resources for desired or specified outcomes; ability to think critically and creatively to solve problems and pose solutions; ability to work well with others and, when assigned, to provide leadership in a team environment.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
 
1. Assists in the development of new initiatives for the campus, including, but not limited to, the design, articulation, coordination, implementation and/or assessment of such initiatives.
 
2. Assists major administrators of the campus in resolving organizational issues by conferring with them and advising them, as necessary and at the direction of the Chancellor, regarding appropriate solutions.
 
3. Advises the Chancellor, senior campus administrative offices, and members of the Board of Governors on issues relating to the Missouri State University-West Plains campus by preparing reports, recommendations, findings and other correspondence as required. Represents Missouri State University-West Plains at Springfield Administrative Council meetings and at Board of Governors meetings during required absences of the Chancellor.
 
4. Coordinates the campus-wide planning process under the direction of the Chancellor and develops and maintains a campus strategic plan that communicates the results of the planning process. Provides for a continual assessment process of the strategic plan in conjunction with other campus planning/assessment activities, and documents results of the campus Performance Measures, including the maintaining of the campus electronic portfolio/website that disseminates information on institutional performance and assessment.
 
5. Coordinates campus accreditation efforts, serving as the self-study coordinator and campus liaison with The Higher Learning Commission and the North Central Association. Volunteers to serve as a Consultant-Evaluator with The Higher Learning Commission.
 
6. Participates in scholarly activities of the University by teaching and conducting research; serves as the chair of the Missouri State University-West Plains Honors Program and works in cooperation with the faculty to coordinate the program. Teaches the HNR 150 (fall) and HNR 250 (spring) courses that are requirements of the Honors Program. Also promotes the program, serving as its central information and marketing officer.
 
7. Promotes student academic success and involvement by serving as principal advisor to the campus chapter of Phi Theta Kappa International Honor Society.
 
8. Develops grant proposals for general campus initiatives; provides assistance and guidance to other campus personnel involved in the writing and submittal of grant proposals. May also be required to oversee the administration of larger institutional grants. Maintains campus interface with Missouri State University-Springfield Office of Sponsored Research, as well as with Missouri State University System grant consultant and various external evaluators.
 
9. Serves as the chair of the Public Affairs Advisory Committee, including service as the campus liaison for Campus Compact, both at the national and state levels.
 
10. Serves, at the Chancellor’s request, as the Chancellor’s representative on committees or at meetings or events.
 
11. Maintains currency of Missouri State University-West Plains Orientation/Overview presentations and develops other special informational presentations concerning the campus, its programs and its initiatives for delivery to campus constituencies and/or community organizations.
 
12. Serves as a member of the Chancellor’s Administrative Council.
 
13. Exercises budget authority for the Office of the Assistant to the Chancellor.
 
14. Accepts the responsibility for the successful completion of tasks assigned by the Chancellor.
 
SUPERVISION
 
The Assistant to the Chancellor reports directly to the Chancellor.

Factor 1: Professional Knowledge, Skill, and Technical Mastery

Level 5 - 3300 Points: Knowledge of the principles and methods of an administrative, managerial, or professional field such as accounting or auditing, financial management, information technology, business administration, human resources, engineering, law, social sciences, communications, education, or medicine. Knowledge permits employee to supervise projects and/or departments using standard methods to improve administrative and/or line operations. Knowledge also permits employee to plan steps and carry out multi-phase projects requiring problem definition and modified techniques, to coordinate work with others, and to modify methods and procedures to solve a wide variety of problems. Knowledge at this level requires a Bachelor's or Master's degree with substantial related work experience, including up to two years of administrative or supervisory experience. Alternatively, this level may require a professional or clinical degree beyond the Bachelor's degree with moderate related work experience; knowledge requirements include significant levels of related work experience.

Factor 2: Supervisory Responsibility

Level 1 - 50 Points: Typically, little, if any, supervision of others is required. The job may require irregular but occasional responsibility to direct the work of student workers and/or temporary or part-time workers. The nature of supervision is largely confined to assigning tasks to others and does not include a full range of supervisory responsibilities. The amount of time spent on directing the work of others is normally a small portion of total work time.

Factor 3: Interactions with Others

Level 4 - 500 Points: Interactions with others are somewhat unstructured. The purpose may be to influence or motivate others, to obtain information, or to control situations and resolve problems. Interactions may be with individuals or groups of co-workers, students, or the general public, may be moderately unstructured, and may involve persons who hold differing goals and objectives. Individuals at this level often act as a liaison between groups with a focus on solving particular unstructured problems. Interactions at this level require considerable interpersonal skill and the ability to resolve conflict.

Factor 4: Job Controls and Guidelines

Level 3 - 500 Points: The employee operates under general supervision expressed in terms of program goals and objectives, priorities, and deadlines. Administrative supervision is given through statements of overall program or project objectives and available resources. Administrative guidelines are relatively comprehensive and the employee need only to fill in gaps in interpretation and adapt established methods to perform recurring activities. In unforeseen situations, the employee must interpret inadequate or incomplete guidelines, develop plans, and initiate new methods to complete assignments based on those interpretations. Assignments are normally related in function, but the work requires many different processes and methods applied to an established administrative or professional field. Problems are typically the result of unusual circumstances, variations in approach, or incomplete or conflicting data. The employee must interpret and refine methods to complete assignments. Characteristic jobs at this level may involve directing single-purpose programs or performing complex, but precedented, technical or professional work.

Factor 5: Managerial Responsibility

Level 3 - 850 Points: Work involves providing significant support services to others both within and outside of the department that substantially influences decision-making processes. Work activities are complex and others rely on the accuracy and reliability of the information, analysis, or advice to make decisions. Work activities have a direct, but shared, impact on further processes or services, affect the overall efficiency and image of the department, and may have material impact on costs or service quality within the cost center. Incumbents may be responsible for identifying areas of need and for developing proposals that request funding to fulfill those needs.
