Fringe Benefits Committee Minutes

Debbie Donnellan, chair, called the meeting to order at 11:00 AM.
The minutes of the November meeting were not approved due to a lack of a quorum at this time in the meeting.
An update on the dental plan was presented by Howard Berriman. Howard provided background from the initial discussion of discontinuing dental insurance to the present. The current dental plan is funded until June 30, 2004. Thirteen companies were asked to bid on a dental insurance plan last fall when Dr. Keiser decided to continue the current plan until June 30, 2004. Only five companies responded with bids. The dental plan selection committee at that time decided that it was clear we could not get the same coverage as we currently have at a reasonable price. The committee, therefore, decided not to accept any of the bids. The committee turned to the university's consultants for assistance in devising a self-insured proposal. The newly-reconstituted dental plan selection committee met in January and proposed that the university pick up the cost of preventive care for each employee while employees will pay for additional coverage for themselves and/or spouse and/or children. The following four-tiered plan was sent to the administration with a request that the administration make a decision by March 12, 2004. A decision by this date will allow for an open enrollment period for the plan and for modifying cafeteria plans.

The Preventive level includes two check-ups and cleaning as well as one set of x-rays per year. The comprehensive level is designed to be the same as the university's current dental plan.
The second agenda item was to explore new fringe benefits. Suggestions included in the following:
- Expanding open hours for university fitness centers
- Increase in tuition fee waiver
- Create a carry-over system or banking of tuition fee waivers
- Change summer work schedules to that the university will close on Fridays
- Increase vacation accrual rates
- Establish 10%-20% discounts at local businesses
(The current administrative position is not to allow this activity because of possible conflicts of interest).
