Policy:
Expeditious removal of ice and snow from vehicle and pedestrian access ways is essential for the safe operation of the University
Procedure:
When snow is one inch deep and accumulating, or icing conditions are present, a Public Safety Officer shall notify the Superintendent of Grounds Services.
· The Superintendent of Grounds Services will make an assessment where removal will be required and, if necessary, contact the snow removal contractor and Grounds Services employees.
· The Superintendent of Grounds Services will notify the Superintendent of Custodial Services of the need to clear and treat assigned areas.
The Superintendent of Grounds Services will coordinate the activities of the grounds personnel and the snow removal contractor in their execution of the removal of snow and ice from parking lots, internal campus walkways and street snow routes. The Superintendent is to follow the priorities for clearing parking lots and street routes as noted in the next paragraphs; however, discretion must be exercised depending on the accumulation of snow, the status of classes and other scheduled campus events. The Director of Facilities Management will be consulted regarding the basic plan of execution.
Parking lots will be cleared by the snow removal contractor in conjunction with efforts by Grounds Services. Priorities will be made based on activities, time of day, and rate of accumulation. In general the priorities will be:
Parking Lots Walkways
Child Development Center Lot Disabled Accesses
Park & Ride Entrances Shuttle Stops
Shuttle Routes Primary Walkways
Commuter Lots Secondary Walkways
Reserve Lots
Service Drives
Residence Lots
Lots 28 and 52 are leased from local churches; priority will be given to Sunday morning services. Consideration will also be given to special services of which the respective church has notified the University.
Grounds Services will coordinate with the snow removal contractor to ensure parking lots are wind-rowed in the proper direction to allow vehicles to park in the same orientation as they do under normal conditions.
Grounds Services will review proper stockpiling of snow to avoid blockage of areas that restrict traffic lanes.
Temporary lots will be plowed in heavy snow if possible without causing permanent damage to the surface.
1. If the Missouri State Shuttle Bus routes have not been cleared previously by City of Springfield street crews, and conditions require it, the Superintendent of Grounds Services will direct snow removal in the Shuttle Bus lane on the following streets:

All Missouri State custodial crews are to clean their respective building steps, accessible ramps and walks free of snow and ice from the doors to the main walk for all entrances and exits. Crews should be called in if there is an accumulation of 1” or more. The crews are expected to maintain these areas beyond the initial snow days, if necessary.
Grounds Services will make ice melt chemicals available to all custodial crews.
U-Drives
Carrington (east, Lot 1), Greenwood Laboratory School, Hammons House, Hutchens House, Madison Street ( Kings Street to cul-de-sac), Strong (west), Sunvilla Tower:
Upon the forecast for accumulation of snow greater than 1”, notice (in the form of announcements and posted notices) is to be given to the respective hall/school for vehicles to be removed from the U-drive. The Facilities Management Safety & Transportation, Residence Life, and Greenwood Laboratory School will coordinate the implementation of the action. Safety & Transportation will take the lead to notify the appropriate parties for vacating the drives.
Following initial notification, Safety & Transportation will barricade the entry to each U-drive.
Eight hours following notification, vehicles remaining in the U-drive are subject to towing to another more accessible lot on campus.
Icing
When icing conditions exist, the Grounds Services and snow removal contractor shall work together at the intersections and other areas of traffic to provide chat and ice melting material for improved traction.
Hill Hall exterior north entrance steps will be blocked off by Public Safety when conditions are determined to be hazardous by the Assistant Director of Custodial Services. This action will be taken to eliminate very slippery conditions that are created there on the north side of the building when the temperatures are too low to allow for treatments to work properly. Signage will direct people to the east or west entrance; the condition will be monitored until it is determined the steps can be safely reopened.
Contractor Responsibilities
The snow removal contractor will be responsible for clearing the loading dock and/or dumpster areas at Baker Bookstore, Blair-Shannon House, Central Stores and Maintenance building, Craig Hall, Dogwood Apartments, Glass Hall, Hammons Student Center, Hutchens House, Kemper Hall, Kentwood Hall, Kings Street Annex, Lot 14 (north end), Lot 22 (southwest corner), Meyer Library, Plaster Student Union, Scholars House, Sunvilla Tower, Temple Hall, University College Hall, Wells House, and Woods House.
Disabled Student Access
The accessible routes will be given priority for clearing; a campus map highlighting these routes is available from Student Life & Development Disability Services. As snow is being cleared by different pieces of equipment, routes once cleared sometimes become blocked again; equipment operators, custodians, Disability Services personnel, and Facilities Management supervisors will coordinate for the expedient reopening of these routes. Call Work Management (6-8400) to coordinate the snow removal if the individual noting the problem does not have the means to clear the route. If no answer, call the Grounds Services (6-5963), or Public Safety (6-5509).
Grounds Services will make every effort to keep low hanging branches from obstructing sidewalks; if an obstruction can not be avoided, they will communicate the location to Disability Services.
Dean of Students
Disability Services will give written notice to all registered disabled students informing them that they can call 836-4192 for assistance should they find they are unable to transit the campus. Disability Services will coordinate assistance through Work Management. In general, all students requiring special assistance will be encouraged to contact their respective building reps; Directors will ensure their respective procedures call for Work Management to be notified to clear an inaccessible route. The disabled individual should call Disability Services (836-4192) if they become dissatisfied with the response.
The accessible routes, ramps and various curb cuts shall be cleared adjacent to the residence hall areas first, than adjacent to the main academic campus second.
Stranded Vehicles
Snow removal crews are not to deviate from their mission; should they come across a stranded vehicle, they are to radio the Safety and Transportation Department (should there be anyone with the vehicle, they will be notified that Public Safety has been informed and will be responding). The Safety & Transportation Department (6-5509) will respond to stranded vehicles for assistance; they will be equipped to provide jumper service. A limited supply of snow shovels will be available for emergency use at Grounds Services, located in the Central Stores and Maintenance building, and at the Substation.
Reinforcements
When accumulation is beyond what is manageable for Grounds and Custodial Services, the appropriate number of Facilities Maintenance personnel will be called in to assist with snow removal. The Director of Facilities Management will determine when Facilities Maintenance personnel are required.
Communication Assistance
The Director of Facilities Management will determine when Work Management is to be called in to help coordinate the effort.
Employee Parking
Snow removal personnel will park their privately owned vehicles at the Bear Park facilities unless directed otherwise. The Safety & Transportation Department (located west of the Bear Park north) will help coordinate communication and provide transportation as required.
Extended Stay
In the event a prolonged stay is required on campus, the Director of Facilities Management is to be made aware of the number of beds required to accommodate personnel. The Director, will contact Residence Life and request sleeping accommodations. Food can be acquired from the University Dining Service vendor.
