Air Emissions

Emissions from the campus power plant are subject to regulatory reporting. The University operated under a Basic Operating Permit issued by the Missouri Department of Natural Resources (DNR)  Air Pollution Control Program (ACP) until April 2019, when regulatory changes eliminated permit requirements for facilities with emissions below levels that define a major source. 

Emissions Inventory Questionnaire (EIQ)

Although no permit is currently required, annual reporting of power plant emissions remains a requirement, and is completed through the submission of the Emissions Inventory Questionnaire (EIQ). The full version of the annual questionnaire is available on-line, and when necessary is completed by the Director of Environmental Management with information obtained from the appropriate campus sources such as Energy Management and the Director of Facilities. The full version of the EIQ report is accessed through DNR's on-line MOEIS system.

As a result of power plant equipment upgrades, University emissions fall below the levels that require full EIQ submittal, allowing submittal of Reduced Reporting Form 1.0. The Technical Support section of the DNR ACP sends out EIQ notifications at the end of the year for which emissions must be reported, and completed forms must be returned by the following April 1 along with the invoiced Emission Fees. 

EIQ and emissions fees records are maintained within the MSU Environmental Management offices.
