Phyllis Washington was appointed to the Board of Governors in 2003, and reappointed in 2005 to serve through 2011. She is the principal of Allen Village Charter School and previously taught at the University of Missouri-Kansas City. Washington holds a bachelor's degree from the University of Arkansas-Pine Bluff and a master's degree from the University of Missouri-Kansas City.
