Carroll is the owner of Carrie's Hallmark Shop in Jefferson City, and is also an artist and a photographer. She is a graduate of Missouri State University with a degree in business management. Carroll is an elected member of the Jefferson City Council and has served on the boards of numerous civic and charitable organizations. The governor has appointed her for a term ending Jan. 1, 2015.
