Media Policy

The University recognizes the use of media (audio and video) as an effective method for instruction and communication.

Taxpayers, students, and others providing funding for Missouri State technology resources expect that these assets will be used and offered equitably. Further, they expect use of these resources to support the University's purpose of developing educated persons and mission of public affairs.

To ensure compliance with these expectations, the University requires its authorized users of the information technology resources to follow the media policies outlined below. The Information Technology Council will periodically review and revise this policy to ensure that it continues to accommodate University needs.

Additionally, this policy is subject to all other information technology policies. Please review all the information technology policies.

Definitions

This policy defines two types of media:

Web Media

The Web Coordinator oversees web media, which is audio and video stored within University web sites

Streaming Media

The Technology Projects Coordinator oversees streaming media, which is University audio and video stored on a streaming media server.

Responsibility

The associated web site supervisor is responsible for all web media within a site. See the Web Policy for more information.

Each streaming media site has a supervisor, as defined in the following sections. These streaming media supervisors are responsible for all aspects of their sites' development, including the accessibility, timeliness, and accuracy of the information. Ultimately, the streaming media supervisors are responsible for ensuring compliance of their streaming media sites with this and all other applicable University policies.

University Unit Sites

Divisions, colleges, departments and other University units may have streaming media sites. The administrator of the University unit is the supervisor of the streaming media site and responsible for all aspects of the streaming media development, including the accessibility, timeliness, and accuracy of the information.

Course Sites

Missouri State instructors may also have streaming media sites. The instructor is the supervisor of the streaming media site and responsible for all aspects of the streaming media development, including the accessibility, timeliness, and accuracy of the information.

Testing Sites

Missouri State faculty and staff may have streaming media sites for testing purposes. These sites may not be used as production sites--as such, these sites should not be used for course delivery or referenced within any web sites or other publications. Testing sites are exempt from accessibility requirements.

Guidelines for All Media

All University media (audio and video) must adhere to the following guidelines:

Works Subject to Copyright

The University reserves the right to identify copyrightable materials on University-owned resources. The University also investigates reported copyright violations.

Works subject to copyright require written consent prior to publication within media. Providing notice and obtaining consent are the responsibilities of site supervisor requesting publication. A record of the consent must be maintained as long as the content is online. Consent obtained by electronic means will be considered adequate. Usage of Missouri State Seal and Logos

Media developers must follow the guidelines regarding the proper use of logos and the university seal set forth in the Office of Publications' Graphics Procedure Manual.

Privacy

Images, voices, likenesses, and other information require written consent before publication in University media. See the Privacy Policy for more information.

Accessibility

In accordance with the Accessibility Policy, Missouri State University strives to ensure all users, regardless of disability, can access streaming media. As such, all streaming media sites, except testing streaming media sites, must comply with the Multimedia Accessibility Guidelines.

All University streaming media (audio and video stored on a streaming media server) must also comply with these guidelines:

Appropriate Use of Streaming Media Space

The University owns all content on streaming media servers with the following exceptions:

• Course media that include copyrightable materials created by faculty members solely on their own initiative, Creation of Intellectual Property Policy
• Copyrightable works prepared by students as part of the requirements for a University degree program, as described in the Creation of Intellectual Property Policy
• Third-party works purchased or licensed for use by the University

Additionally, the University's computing and networking resources are limited, thus streaming media sites may only contain source material and stream-able media that supports University functions or programs. University web developers may not store personal media or non-media files in any space designated for streaming media.

Commercial Activity

It is not acceptable to use any University streaming media site for commercial activities, including, but not limited to, commercial solicitation of business. Missouri State follows the MOREnet interpretation of commercial use, including the MOREnet Non-commercial Use Policy Explanation.

Outsourcing

Before outsourcing all or part of a streaming media project to an external provider, streaming media supervisors must contact the Technology Projects Coordinator for approval. The Technology Projects Coordinator will review the design, accessibility, hosting and linking requirements with the streaming media supervisor to develop an appropriate plan of action.

Streaming Media Servers

To ensure proper networking support and licensing conformance, on-campus streaming media servers must be approved by the Technology Projects Coordinator.

Guidelines for Web Media

In addition to the requirements for all media listed above, web media must also meet the Web Policy requirements.
